Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional position in the field of environmental sanitation and public health protection related to the statewide Safe Drinking Water (SDW) Program. The employee in this position tracks progress on Bipartisan Infrastructure Law (BIL) funded projects related to the reduction of lead in drinking water and ensures that public water systems employ appropriate risk mitigation measures to minimize lead exposure to customers while completing these projects. The employee in this position develops, coordinates, implements and evaluates all statewide field operations assessment activities with particular focus on the Lead and Copper Rules; including surveillance, compliance, enforcement, data management and operational evaluation activities conducted under the SDW Program to assess and ensure a uniform, timely and appropriate implementation of the program’s requirements. This employee interprets assignments, rules, regulations, procedures; and provides technical assistance to employees, county health department staff, federal and other state agencies, members of the regulated community and their professional organizations, and the public relating to the above aspects of the SDW Program with a focus on activities related to reducing levels of lead and copper in drinking water. This employee also represents the Commonwealth at meetings and conferences relating to the above duties and dealings with the public and professional organizations, Commonwealth agencies, federal officials and officials from other states.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Specific Duties include:
1. Develops, implements and evaluates the surveillance, compliance, enforcement, data management and operational evaluation elements of the Commonwealth’s statewide SDW Program to assess the effectiveness of established technical procedures and guidelines. This includes, but is not limited to, inspections, sanitary surveys, waterborne disease or other investigations, self-monitoring compliance and follow-up, quality assurance/quality control of water samples, quality assurance/ quality control of data elements located in the various departmental data management systems, and progressive enforcement efforts used to return violators to compliance. Primary focus of these activities is directed to evaluating the Lead and Copper Rules.

2. Develops new and revised regulations, rules, guidance, policies and procedures governing operation and maintenance, monitoring and reporting, surveillance, compliance, enforcement, public notification, data management and emergency response requirements for public water systems. This includes assisting in the coordination of modifications and enhancements to the data management system that are needed as a result of regulatory changes, federal reporting changes and program management demands. Primary focus directed towards activities which support the Lead and Copper Rules.

3. Reviews and audits data entered into the Pennsylvania Drinking Water Information System (PADWIS) or the Environment, Facility, Application, Compliance Tracking System (eFACTS) by field staff to identify data quality problems effecting, but not limited to, GIS, the sample analysis file, the inventory file, compliance determinations, enforcement responses, and invalid potential violations. This includes preparing reports that identify deficiencies and providing recommendations for correcting them. Primary focus is directed to evaluating the Service Line inventories, Lead and Copper Sample Site Location plans, Service Line Replacement plans and Lead and Copper Rules monitoring and reporting including Water Quality Parameter monitoring and reporting.

4. Develops a statewide approach to help ensure public water systems employ appropriate risk mitigation measures to minimize lead exposure to customers while completing BIL-funded projects.

5. Tracks implementation of BIL-funded projects awarded to public water system for the purpose of reducing lead in water. Documents obstacles and associated solutions relative to water system activities necessary to complete and document service line inventories and full lead service line replacements. Summarizes lessons learned and working with the training section to develop case studies and training materials which will assist other water systems effectively and efficiently accomplish associated key tasks.

6. Coordinates with the two BIL-funded environmental engineer specialists in the Bureau of Safe Drinking Water (BSDW) Permits Division to identify BIL-funded projects where public water systems are working to reduce lead in water.

7. Coordinates with staff in the BSDW Training and Technical Services Division to identify BIL-funded projects awarded to public water systems for the purpose of reducing lead in water.

8. Trains field staff and the regulated community on new regulations and other technical topics to improve implementation of and compliance with the drinking water program. Primary focus directed to evaluating the Lead and Copper Rules.

9. Prepares various Safe Drinking Water Program compliance and enforcement activity reports for the EPA and others. These reports identify trends, analyze problem areas and propose corrective actions to improve the effectiveness of and compliance with the Safe Drinking Water Program. Primary focus is directed to evaluating the Lead and Copper Rules.

10. Reviews SDWA and/or other Division program information, such as GIS, through data base queries to conduct analyses, generate reports or maps, and assisting in the determination of trends in compliance and program planning. This may include identifying sources of additional data, such as external GIS information, and integrating that data after validation into the analyses and reports.

11. Trains field staff on the proper techniques, equipment, methods and skills needed to satisfactorily perform surveillance, compliance follow-up and enforcement activities.

12. Prepares letters, memoranda, reports and correspondence to exchange information with public water suppliers, governmental officials, the employee’s supervisor and the public.

13. Develops knowledge and skill in the use of PADWIS, eFACTS, and other appropriate software products for the retrieval and evaluation of drinking water data and the preparation of maps to visually present that data.

14. Participates in meetings, conferences, hearings and other public forums to explain a variety of existing and new state or federal regulations.

15. Interprets statutes, rules, regulations, guidance, standards and objectives for Section, Division and Bureau staff.

16. Travels as needed, including overnight travel, to participate in meetings and conferences, and/or to deliver training to field staff and the regulated community.

19 Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

20. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

21. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

22. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
