Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Develops, manages, monitors all aspects of the District’s NEPA and MS4 Environmental program including all MS4 design, maintenance, and construction Storm Water Control Measures (SCMs), permitting, mitigation commitments, and program policy development and compliance training

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manages the review of transportation plans, programs, and projects for compliance with environmental laws, regulations, policies, and procedures to obtain clearances and approvals for highway and bridge projects.

Manages the District Waterways Unit to secure all necessary waterway permitting associated with project delivery and maintenance activities.

Manage all activities related to District mitigation commitments and associated monitoring during post-construction.

Develop, monitor and manage program for District compliance related to MS4 and SEMP related compliance. This shall include, but not be limited to, inventory, inspection, audits, training and liaison related activities.

Develop, manage and enforce District policy regarding the design, maintenance and construction of stormwater control measures (SCM’s). This policy shall include inventorying, inspecting, and maintaining District owned SCM’s.

Organize, develop and chair the District Stormwater Management Committee.

Manages the review and preparation of environmental reports and analyses; determines scope of work, reviews and coordinates environmental clearances and analyses prepared by consultants and subordinates. These clearances and approvals include back-up reports and specialized analyses such as Wetland Findings, Archeological Reports, Hazardous Waste Surveys, Wildlife Habitat, Endangered Species, Historical Concerns, Farmland Findings, and Social/Economic Impacts.

Manages the District’s compliance associated with all environmental mitigation commitments, including MS4 related activities:
a) Environmental Mitigation commitments – Develop policy and manage District operations to effectively design, construct and maintain environmental commitments. This will include developing a plan to determine the most efficient and economical solution, as well as, managing the resources required to perform required inspections whether it be Department staff or consultant services.

b) MS4 – Develop policy and manage District operations to effectively design, construct and maintain stormwater control measures (SCM). Policy shall include proper techniques, guidelines and practices to effectively design, construct and maintain these resources. The policy shall be developed through coordination with appropriate representatives and technical practice leaders in each respective Division within the District and Central Office.

c) Coordinate District policy with appropriate resource agencies to assure the guidelines are in line with current and future regulatory guidelines with managing MS4 and SCM resources.

d) Develop District policies based on current guidelines associated with SCM’s, including the development of a program to inventory all existing District BMP’s and establish a District inspection and training program.

e) Analyze the most cost effective and efficient way to deploy an inspection program utilizing both Department personal and consultant services. This shall include performing an analysis on how to reduce the required number of inspections. This will require analysis and review of PCSM reports and comparing inspection requirements to current statewide guidelines. This effort will require an inspection of the SCM and its potential to cause damage to downstream properties.

f) Coordinates with the State and Federal resource agencies concerning transportation activities in planning, design, construction, and maintenance.

Serve as the Chair of the District Stormwater Management Committee. This committee will be comprised of representatives from all three Divisions:
a) The chair will develop the role and function of the committee including determining when and what projects will be reviewed by the committee.

b) Coordinate rules and changes associated with regulatory policies regarding MS4 and SCM.

Serves as District Primary liaison with state and federal agencies regarding all permitting, mitigation and environmental issues.

Reviews and comments on other agencies proposals, reports, and proposed regulations as required. Reviews and comments on proposed Department environmental policies.

Provides training to District employees in Design, Construction and Maintenance in environmental issues to assure proper project development, construction practices, and maintenance activities to decrease the likelihood of citations and violations.

Provides and coordinates technical and policy review of consultant-generated environmental documents. Participates in interdisciplinary review team. Coordinates with county, state, and federal agencies.

Reviews proposed environmental laws and regulations for possible impacts on Departmental goals.

Coordinates environmental planning objectives and programs with other divisions, the public, Federal, state, regional and local agencies.

Plans, assigns, prioritizes and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

Performs related duties as assigned.

Safety (all employees):

-Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions.

-Inspire employees to be a MODEL for safety.

-Encourage and support safety initiatives and programs by participating and involving staff.

-Recognize safety daily.

-Acknowledge EXTRAORDINARY achievements.

-Learn and improve through After Action Reviews (AAR’s)

-Enforce accountability.

Succession Planning: (Employees):
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Managers/Supervisors
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
For Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
