Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for the PA VETCONNECT veterans’ outreach program within an assigned region. It identifies needs and resources, and develops and expands the agency’s outreach capabilities by developing relationships with community partners and creating plans to provide assistance and services that the agency has not provided and is not funded to provide. This position will be headquartered at Fort Indiantown Gap. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Establishes initial contact with and maintains working relationships with community leaders and local/regional organizations, Veteran Service Organizations, local/county/state government agencies, and other community partners to expand DMVA’s current outreach initiatives and capabilities to provide services to veterans, family members, and survivors that DMVA is not currently funded to provide. Analyzes veteran services data to project and determine regional program service provision needs. Identifies and develops regional programs for new and previously unidentified veterans service needs. Works with subordinate staff to identify, research, and select local and regional organizations and community partners who can provide veterans with desired single and sequential services, which involve multiple service providers to transition veterans between required services as their needs change. Develops and facilitates related agreements, procedures, and policies to best provide previously unrealized services through partnerships. Works with community leaders in relating the needs of the agency or facility to identify available or potential resources within the community that may benefit veterans, veteran’s family members and survivors when such services are currently unavailable through DMVA funded programs. Promotes all veterans’ benefits programs and services to the public, community partners, and federal, state, and local service providers through formal and informal meetings, events, conferences, consultations and speaking engagements. Engenders support and awareness of the regional office’s efforts through regular contact and interaction with state and federal legislators, county commissioners, and other local leaders and their staff to communicate the full range of veterans benefits and services available to their constituents. Develops marketing strategies and works with the agency Communications Office to publicize and promote available regional veterans’ benefits programs, services, events, and partnerships. Develops methods to educate the general public in the programs and services offered by the USDVA and the DMVA Bureau of Programs, Initiatives, Outreach, and Reintegration. Provides advice and assistance in planning, developing, and improving veteran services and programs within the defined region. Provides recommendations into centralized policy development, implementation, and interpretation. Monitors effects and makes necessary adjustments to address idiosyncrasies and needs within the assigned region. Evaluates the effectiveness of benefits and services provided through the regional office, County Directors of Veterans Affairs, Veteran Service Officers and Specialist, and community partnerships by conducting follow-ups with veterans and family members to ensure the quality of service delivery and services provided. Improves services and service delivery as a result of this follow-up through collaboration with providers and community partners. Initiates and facilitates workgroups regarding veteran services, issues, and concerns. Provides opinion on pending legislative issues regarding how the legislation would affect veterans’ issues within the assigned region. Liaisons with veterans, community partners, and with federal, state, and local resources on DMVA issues or concerns within the assigned region. Plans, organizes, and directs outreach initiatives/meetings/events within the assigned region to better educate veterans, family members, survivors, and veteran advocates on resources and services available at the federal, state, and local levels. Provides oversight, coordination, and review of outreach initiatives occurring within the assigned region. Assists the regional outreach and reintegration team with preparing for trips throughout the Commonwealth, including arranging logistical details and setting up event schedules. Travels with the outreach team to assist in answering questions regarding the claims process, provide claims information, and obtain additional information as needed. Refer customers to the responsible state program manager for final determination or follow-up upon return to the office. Plans, organizes, and directs initiatives/meetings/events within the assigned region to better educate commonwealth residents on veteran related issues, benefits, and DMVA services. Directs veterans, their beneficiaries, and advocates on where they may receive assistance with filling out required forms, obtaining required information, and describing the eligibility requirements for various state benefit programs. Manages the process of reevaluating previously determined claims when reconsideration requests are made by veterans who have been denied for program benefits. Assist in the preparing and providing informational packages to agency legal staff, including the determination justification, when denied claimants file appeals to the Chief Counsel’s Office. Testify on behalf of the Department at the Court of Common Pleas if needed when a denied claim is elevated to the PA Court System. Provides assistance with Commonwealth veterans programs administered by other Commonwealth agencies through the provision of general information and points of contact. Provides training for Veterans Service Officers at the state, county, and local levels to ensure efficient and effective administration, operations, and compliance with accepted standards of the Commonwealth's veterans programs administered by the Office of Veterans Affairs. Identifies and recommends the implementation of changes to program policies and procedures. Supports Veteran Service Officer and County Director of Veteran Affairs operations. Disseminates information to Pennsylvania Departments, County Directors of Veteran Affairs, veteran organizations, and community partners by mail, telephone, and in person. Maintains program databases and records. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. Performs related duties as required. |
