Position Purpose:

Reporting to the Director of Resource Acquisition and Business Operations within the Office of Agency Development and Operations, this position performs advanced operational and analytical work in support of IT financial management, procurement execution, and business operations within OA/OIT, operationalizing the strategic direction set by the Director by managing financial processes, supporting the full procurement lifecycle, and delivering executive level reporting to inform decision making.

Description of Duties:

Execute and track procurement activities across OA/OIT business areas, ensuring alignment with established procurement strategies and timelines.

Maintain thorough knowledge and expertise on procurement process and operations in order to ensure accuracy and resolve escalated procurement issues.

Primary point of contact for program offices on procurement status, requirements, and procedural guidance.

Applies advanced understanding of SRM workflows to monitor, track, and validate procurement processes, ensuring proper routing, identifying workflow errors, and coordinating with stakeholders to resolve issues efficiently.

Coordinate with Office of the Budget (OB), Office of Comptroller Operations (OCO), and other stakeholders to facilitate procurement lifecycle activities.

Serve as a Business Relationship Manager by coordinating with IT service owners, program staff, and financial stakeholders to align procurement activities, budgets, and operational workflows.

Escalate procurement issues, risks, or delays to the Director with recommended mitigation strategies.

Maintain and update financial workbooks monthly for all OA/OIT business areas, ensuring alignment with approved budgets and procurement activity.

Track expenditures against purchase orders, contracts, and budget allocations, identifying variances and risks.

Support budget planning, rebudgeting, and implementation activities by preparing data, analysis, and supporting documentation.

In coordination with the Director of Resource Alignment and Analysis, ensure proper budget coding and alignment of expenditures in coordination with financial stakeholders.

Prepare materials for CIO-level and executive meetings, including summaries of procurement activity, budget status, and financial risks.

Ensure reporting aligns with enterprise governance, financial transparency, and decision-making needs.

Support financial operations of the Enterprise Data Center (EDC), including financial data collection, validation, and reporting.

Assist with the bi-annual EDC rate refresh process by compiling cost inputs and performing analysis.

Monitor cost recovery, billing accuracy, and financial sustainability metrics for IT services.

Evaluate telecommunications and mobile billing services to ensure accuracy, contract compliance, and cost efficiency.

Document findings and work with stakeholders to implement corrective actions and process improvements.

Ensure adherence to procurement policies and financial controls.

Identify and recommend improvements to procurement and financial workflows to increase efficiency and transparency.

Engage with business units, IT leadership, and financial stakeholders to ensure alignment of procurement and financial operations.

Support coordination of IT service delivery activities related to financial tracking and procurement execution.

Participate in regular meetings with stakeholders to review financial status, procurement pipelines, and operational priorities.

Reviews, analyzes, and interprets SAP reports to support decision making, troubleshoot issues, and ensure accurate workflow processing.

Travel as required, including overnight stays.

Performs other duties as assigned.

The incumbent will exercises independent judgment in managing procurement operations, financial processes, and executive reporting by assessing complex issues, evaluating risks, and determining appropriate courses of action. The role makes decisions on procurement execution, budget tracking, expenditure alignment, and financial data integrity, escalating only the most critical matters to the Director with recommended mitigation strategies. It determines priorities across multiple business areas, ensures compliance with procurement and financial policies, identifies workflow improvements, and coordinates with enterprise stakeholders to resolve operational challenges. The position also evaluates cost recovery, billing accuracy, and financial sustainability metrics, using these analyses to inform decisions that support the Enterprise Data Center and broader OA/OIT business operations.
