Position Purpose:

This position involves staff work of a varied nature coordinating the administration of the federal Victims of Crime Act (VOCA) Grant Program designed to assist victims of crime cope with the physical, emotional, and criminal justice issues related issues with victimization. Funds are awarded to approximately 156 community-based, non-profit victim service programs and a cohort of systems-based agencies operating in all sixty-seven (67) Pennsylvania counties.

In addition, this position assists in administering the Victims of Juvenile Offenders (VOJO) Program and the Rights and Services Act (RASA) Program. These programs are designed to provide information on and access to criminal justice and juvenile justice processes consistent with Pennsylvania’s Victims’ Bill of Rights, the Juvenile Act, Pennsylvania Rules of Juvenile Court Procedure, and other related programs administered by the Victims Services Program of PCCD. There are approximately ninety-nine (99) RASA/VOJO projects operating in all Pennsylvania counties. This position will additionally provide assistance, as necessary, with the Edward Byrne Memorial Justice Assistance Grant Program (JAG), the Violence Intervention and Prevention (VIP) Program, and the federal Violence Against Women (VAWA) Program.

Description of Duties:

Under the direction of the supervisor, this position assists the Office of Victim Services in the administration of the VOCA, RASA, and VOJO grant programs including scheduling the release of funding announcements; drafting the announcements and creating the applications in Egrants; composing correspondence to projects receiving VOCA, RASA, and/or VOJO funds and responding to requests for information, training and technical assistance from grantees and applicants. This position reviews applications, prepares summaries and reports for presentation at meetings of the Statewide Victims’ Services Advisory Committee (VSAC) as necessary. In addition, this position is responsible for the on-site or virtual monitoring of VOCA projects and other funding stream projects and preparing written monitoring reports in the E-grants system.

Staff work requires knowledge of victimization issues; systems-based and community-based victim service programs, the criminal and juvenile justice systems and the laws and standards affecting rights and services for victims of crime in the Commonwealth.

Additionally, this position may serve as liaison to victim service-related workgroups in the Criminal and Juvenile Justice System.

Specific grant related duties include:

Reviewing and making recommendations on requests for funding under the above programs;

Preparing analyses and recommendations on grant requests for the VSAC and the Commission;

Reviewing and making recommendations on project modifications for funded projects;

This position also provides technical assistance to programs in developing and implementing services for victims. Such assistance is provided through meetings with funding committees and/or program personnel, telephone contact, and correspondence;

Reviewing and processing of program reports and data on funded projects;

Monitoring of funded projects through on-site or virtual visits for contract compliance and providing technical assistance when requested and/or as needed;

Providing guidance and technical assistance relevant to the PCCD Standards for Victim Service Programs;

Participating in the development of training for both PCCD-initiated and other related fields’ conferences, workshops and presentations;

Analyzing and compiling data on funded projects to meet state and federal reporting requirements;

Working with grants management staff on the administration of the grants process;

Working with other staff within the PCCD on agency-wide initiatives and policy discussions;

Interacting with victims of crime and advocating for their rights as provided by law with local systems responsible for these services and rights; and

Other duties as assigned relevant to the aforementioned federal and state funding streams

Decision Making:

1) Reviews applications submitted by counties and non-profit victim service agencies and makes recommendations for funding.
2) Reviews and approves quarterly reports and data submitted by programs and determines appropriate follow-up as needed.
3) Reviews Project Modification Requests and makes appropriate recommendations.
4) Through monitoring and other assigned activities, determines compliance with program standards and appropriate funding guidelines.
5) Conducts follow-up on complaints from victims of crime, gathers appropriate information to determine the most appropriate means of advocating for their rights as provided by law. Determines and shares appropriate resources within the state or community to help meet that victim’s needs and conducts follow-up as needed.
