Position Purpose:

This position serves as the Director of the Commonwealth's Equal Employment Opportunity Office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans and directs the enterprise Equal Employment Opportunity (EEO) Office to ensure equal opportunity for applicants and employees and to investigate allegations of employment-related discrimination in agencies under the Governor's jurisdiction and others, as required.

Develops enterprise-wide program goals and objectives and makes recommendations to correct hiring practices/systems found to be discriminatory and to correct representation imbalances found in the workforce. Monitors and evaluates the effectiveness of program initiatives.

Provides strategic advice and recommendations regarding EEO matters and initiatives to the Executive Deputy Secretary of Administration.

Ensures the legality of commonwealth EEO/Americans with Disabilities Act (ADA) policies and procedures in light of federal and state law changes, court decisions, and policy guidance issued from the Equal Employment Opportunity Commission.

Makes recommendations on how these changes impact the commonwealth's EEO and ADA policies and programs. Coordinates EEO-related legal issues with legal counsel.

Represents the commonwealth with regard to EEO and speaks/presents in group settings and in front of small to large groups.

Confers with commonwealth executive staff and other high-level managers to foster an understanding and appreciation of commonwealth EEO policies and procedures and to identify and resolve related matters.

Directs the development and maintenance of all EEO, American’s with Disabilities Act (ADA), sexual harassment, and related policies.

Directs the development and administration of training and consultative services to agencies regarding Equal Employment Opportunity programs/plans and compliance with the ADA and related commonwealth policies.

Directs the review and analysis of agency EEO programs/plans for consistency with the goals of the commonwealth.

Directs the conduct of investigations into allegations of discrimination and sexual harassment and ensures internal EEO investigations are initiated and completed, where required in a timely, efficient and professional manner.

Oversees the Commonwealth’s enterprise disability accommodation and religious accommodation process.

Directs the development, update and implementation of EEO/ADA training for commonwealth employees, managers, and supervisors, including sexual harassment awareness and prevention, disability services, diversity, and complaint investigation training.

Provides strategic input from an EEO/ADA perspective to the commonwealth's talent planning, specialized recruitment, and succession planning initiatives.

Recommends effective recruitment, selection, and retention strategies to ensure equal employment opportunity and nondiscriminatory practices in commonwealth agencies.

Directs the collection, analysis, and reporting of quantitative data related to recruitment, minority populations, furlough and career mobility, and required information to federal and state officials concerning EEO requirements.

Supervises professionals and administrative staff within the Equal Employment Opportunity Office.

Works on special projects and participates in initiatives of the Secretary of Administration and Executive Deputy Secretary as assigned.

Performs related duties as assigned. Travels as required.

The incumbent works with considerable independence in managing day-to-day operations of the EEO Office. Overall program goals and objectives are assigned by the Executive Deputy Secretary. This position is responsible for developing and implementing policy and procedural changes after receiving the Executive Deputy Secretary’s approval.
