The Equal Opportunity Specialist 2 (EOS2) provides technical assistance, advice, and enforcement in vendor certification, contract goal setting, and compliance to support the bureau's mission of increasing small business participation in contracting opportunities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Goal Setting Analytics: • Perform complex goal setting analytics using software, methods, and strategies to maximize Small Diverse Business (SDBs) and Veteran Business Enterprises (VBEs) contracting opportunities through race and gender-neutral measures or race-conscious means. • Execute sophisticated goal setting calculations on numerous types of solicitations and purchases (e.g., materials, supplies, professional services, construction, and professional design) to enhance and expand financial opportunities for Small Diverse Businesses (SDBs) and Veteran Business Enterprises (VBEs). • Analyze contract documents including Scope of Work, Technical Submittals, and detailed Cost Estimates, to ensure clarity, accuracy, and alignment with project objectives and deliverables. • Possess basic knowledge of sourcing and procurement principles including procurement, business administration, contract law, and/or supply chain management. • Apply knowledge of financial terms and principles to prepare and calculate goal setting budget allocations and conducts financial/business analysis. • Conduct program comprehensive program analysis for program planning, evaluations, special studies, and surveys to assess the effectiveness of program compliance initiatives to meet agency goals and objectives. • Serve as a liaison between BDISBO and internal client agencies to foster and build a working relationship with procurement and project managers to assist in increasing opportunities for small businesses as subcontractors. • Review and interpret project cost estimates and reports to identify and confirm opportunities to enhance subcontracting opportunities. • Perform mathematical quality checks, including but not limited to data validation and reconciliation. • Maintain data tracking systems using excel and other appropriate reporting tools for program metrics. • Review spend analysis of SDB/VBE utilization on historical projects/contracts. • Ensure program compliance with applicable policies, directives, laws and regulations applicable to goal setting and Good Faith Effort Waiver Requests • Analyzes data objectively, considering all relevant factors before recommending decisions to supervisors or client agencies. • Facilitate Procurement Review Group (PRG) meetings to review recommended SDB/VBE goal setting policies, procedures and practices. • Conduct research/investigations as required, including contracts and Small Business certifications, making sure they are within the policies, procedures, laws, and regulations. • Participate in training activities and outreach to small businesses at trade shows, seminars, conferences, etc. to encourage and advocate for increased participation in state contract opportunities. • Research and push procurement data from Acquisition Module (goal setting) with established goals to the Contract Module in PRiSM (BDISBO’s certification, goal setting, and compliance management system) for compliance monitoring. • Maintain integrity and confidentiality of procurement data and processes not available for public knowledge. • May be required to provide testimony at public/judicial hearings when applicable. Responsiveness Reviews: • Assess the merit and responsiveness of Small Diverse Business and Veteran Business Enterprise Participation Submittals from Bidder/Offerors to ensure that program requirements are met and follow established procedures. • Recommend approval or denial determinations regarding waiver requests and review Good Faith Effort (GFE) documentation to ensure compliance with applicable policies, procedures, state laws, state executive orders, and federal regulations. • Prepare and maintain responsiveness review/waiver determination summaries. • Facilitate Procurement Review Group (PRG) meetings to review SDB/VBE submittals and discuss waiver determinations. • Participate in outreach/training activities to small businesses/procurement staff as requested to encourage, educate and advocate for increased participation in state contract opportunities. Technical Assistance: • Provide technical/advisory support to vendors related to supplier search techniques. • Support contracting officers during debriefs with vendors related to SDB/VBE goal setting process, policies, and procedures. Perform other related duties as required to support other functional BDISBO divisions, such as Certification and Compliance: o Maintain a working knowledge of contract compliance activities including but not limited to procurement processes and procedures, and site visits. o Provide technical guidance and assistance to eligible small businesses on the self-certification process; third-party Small Diverse Business /Veteran Business Enterprise verification program. o Review documentation to ensure eligibility status aligns to statutory, policy, and program guidelines. o Collect and review for completeness and compliance with contract provisions, subcontract agreements and utilization reports from Prime and Subcontractors. o Conduct periodic follow-up with contractors to ensure that their work aligns with the contractual scope of work. o Provide the contract administration staff with assistance with guidelines and procedures pertaining to non-discrimination policies within the state procurement process. |

This role makes critical decisions to identify and resolve issues related to operational effectiveness, ensuring alignment with agency goals and regulatory requirements. |

Example: Experience using Java; Professional Engineer License Experience: One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth titles); or • Successful completion of the Pennsylvania Management Associate program (Commonwealth title); or • Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree; or • An equivalent combination of experience and training.
