Position Purpose:

This position supports the goal of reducing maternal morbidity and mortality through management of activities for the PA Maternal Mortality Review Committee (PA MMRC) and the corresponding CDC grant Enhancing Reviews and Surveillance to Eliminate Maternal Mortality (ERASE MM). This is completed through its responsibility for the coordination of PA MMRC membership and meetings, supporting and monitoring the programs progress in reviewing pregnancy-associated deaths, and fiscal management of federal and state grants.

Coordination of Maternal Mortality Review Committee Activities

Schedule and facilitate committee and vice-chair meetings, create agendas and slides, and manage membership attendance.

Complete and submit required documentation for committee members to receive Continuing Medical Education (CMEs) Credits.

Maintain required committee membership by identifying vacancies and gathering applications to fulfill the requirements of the Maternal Mortality Review Act (Act 24 of 2018) by following the process defined by the Office of Intergovernmental Affairs.

Work with the program team to clean and organize committee recommendations after each meeting.

Work with the Epidemiology Research Associate (ERA) to and be backup for correspondence with internal staff and record owners across Pennsylvania to collect data on pregnancy-associated deaths and request records for review from hospitals, clinics, coroners/medical examiners, police, department of transportation, clinics and any other agency or organizations identified.

Identify needs of the committee to provide training opportunities for members.

Review member survey results and make recommendations based on those results.

Update PA MMRC materials including pamphlets and website, as needed.

Stakeholder Communication Activities

Serve as the main point of contact for MMRC members to answer questions and provide support.

Coordinate meetings with stakeholders to disseminate committee findings and implement recommendations.

Work with the ERA to develop and maintain relationships with record owners, including coroners and medical examiners, hospitals, clinics, police, transportation department, and others as needed to request records and gather information on pregnancy-associated deaths.
Attend maternal health stakeholder meetings/conferences to learn from others in the field and represent the Pennsylvania ERASE MM Program.

Grant Management Activities

Prepare Grant Agreements, including work statements and budgets. Prepare Grant amendments and budget revisions as needed as well as other grant and contract documents (Non-Solicitation Award (NSA), Request for Application (RFA), Request for Proposals (RFP), Interdepartmental Memorandum of Understanding) using Department templates, to implement services.

Manage, direct, develop, negotiate, and monitor subcontract agreements for ERASE MM Program to ensure the implementation of services.

Create and update ERASE MM required reporting based on program needs, CDC guidance and grant requirements.

Work with the Epidemiology Research Associate to track performance and outcome measures outlined in the Outcomes, Evaluation and Performance Management sections of the grant requirements.

Work with the ERA to perform data quality assurance procedures required by the grant and outlined in the evaluation plan to ensure accuracy and completeness of the data.

Monitor activities of ERASE MM program administration for compliance with funder’s requirements.

Monitor program activities to certify that reporting to the CDC is complete and timely, following CDC guidance.

Work with the Maternal Mortality Review Program team to create reports and data briefs to be published, shared or included in other BFH, departmental, or legislative reports.

Prepare letters, memos and other relevant written documents for submission to management and vendors as necessary.

Fiscal Management Activities

Develop and monitor program budgets using appropriate federal and state guidelines to fund and operate ERASE MM Program.

Develop annual budget requests using appropriate federal and state guidelines. Review and monitor program expenditures and make recommendations on appropriate expenditures.

Monitor program appropriations and the expenditure of funds to ensure fiscal accountability and accuracy and resolve problems as they arise. Review and work with vendors to approve invoices.

Other duties as assigned.

Public Health Emergency Response: This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time.

Employee has a great deal of responsibility and independence to complete major work assignments in a timely and satisfactory fashion. Supervision is provided routinely by the program manager through one-on-one and team meetings. Written work and program operations are reviewed to determine compliance with normal Bureau operations. Problem areas are resolved as encountered.
