Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position serves as the Deputy Director of the Keystone State Challenge Academy (KSCA). Assists the Director, KSCA in supervising professional, educational, and administrative functions of the Academy to foster a disciplined academic environment in which cadets find academic success, develop leadership skills, increase physical fitness levels, and exhibit personal growth.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervise department heads to include Instruction; Operations Director; Post-Residential Manager; Director of Admissions and Recruitment; and others as needed in order to ensure educational and related programs support the student population.

Supervise onboarding and initial training requirements of newly hired employees. Ensure both in-service training and professional opportunities for staff are coordinated in conjunction with staff supervisors, managers, the Program Coordinator, and the Program Training Coordinator. Ensure staff are qualified in required state and federal training as programmed and conducted by the Program Coordinator and the Program Training Coordinator.

Facilitate coordination with the Pennsylvania Department of Education and any appropriate accrediting bodies to ensure the Academy is following educational requirements of the Commonwealth of Pennsylvania. Ensure that curriculum is in alignment with current state and federal standards. Participate in the planning, development, and review of the Academy’s curriculum in conjunction with the faculty.

Assist and coordinate with faculty in the development of school benchmarks for students in conjunction with the state and federal standards for each subject. Assist in the execution and recording of these benchmarks.

Conduct routine inspections and classroom and training site visitations to assess educational and operational effectiveness and to assist staff in establishing and maintaining a positive learning and working environment.

Facilitate NGB ChalleNGe Inspection process of the Academy focused on operational compliance, operational performance, resource management, and financial performance in conjunction with the Director. Facilitate preparation for triannual inspections by NGB-J1-Y Youth Challenge Programs and for off-year Director’s Self-Assessment.

Facilitate performance audits and financial audits as may be conducted by USPFO, DMVA, or NGB in conjunction with the Director.

Develop corrective action plans in conjunction with the Director that adhere to required timelines for cited deficiencies that may result from any external audits or inspections.

Supervise completion of the annual operations report through The Adjutant General, DMVA for submission to the Pennsylvania General Assembly.

Attend, as necessary, the quarterly meetings of the Advisory Council with the Pennsylvania General Assembly to provide updates as to the status of the Academy and to receive guidance from the Council.

Establish and revise policies, Standard Operating Procedures for residential activities at the KSCA, including health care, education, physical fitness, cadet and faculty safety, and service to community projects in conjunction with the Director.

Participate in and assess the effectiveness and efficiency of the selection process for admittance by student applicants to the Academy.


Ensure fair and consistent implementation of policies, regulations, procedures, and discipline.

Provide input to the preparation, development, and administration of Academy budgets. Review state and federal budgets and strategic plans. Provide recommendations to the Director regarding allocations, reallocations, and spending in all areas of responsibility.

Schedule regular meetings with staff leads to assess student achievement and operations to support student activities.

Supervise employees by assigning work and reviewing employee performance; approve/disapprove leave; address complaints and grievances; interpret contractual and administrative rights and obligations and recommending resolution; participating in interview and selection process of instructors, cadre, and staff; and evaluate training needs and recommend staff training.

Attend conferences and courses relevant to the operation of the Academy, as per the National Guard Youth ChalleNGe requirements and Commonwealth of Pennsylvania requirements.

Perform duties as necessary to ensure continuity of operations in the Director’s absence.

Perform work in accordance with the DMVA general safety rules and safety rules for this position. Immediately report all workplace injuries or incidents to the Director and/or immediately correct any safety hazards in the work area or report same to the Director.

Perform other related duties as required.
