Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position is responsible for the IT Solicitation Project Portfolio, serves as a procurement subject matter expert and mentor to members of the IT Procurement team leading solicitation projects.

The incumbent in this position leads and directs the daily activities of the IT Procurement Specialists and other staff leading solicitation projects to ensure processes, policies, and best practices are utilized.



Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Directs the daily activities of team members managing solicitation projects.

• Serves as the procurement process subject matter expert in all IT procurement projects included in the portfolio.

• Identifies and engages appropriate subject matter experts in business, technology, fiscal, budget, and legal areas in support of solicitation and planning activities.

• Participates in solicitation meetings to provide expertise and support to team members.

• Reviews and/or develops technical documentation in support of IT solicitations. Develops Procurement best practice documents and templates.

• Research assigned projects to develop an understanding of the technologies involved, industry best practices, procurement methods available, current contracts, and program area needs.

• Collects and analyzes information on agency business needs and technical environments to draft competitive procurement documents.

• Research data on current agency contracts and procurements and uses this knowledge to make recommendations on future procurement strategies. Considers contract and procurement process timeframes to manage procurement tasks on a timely basis to prevent gaps in service and to avoid Emergency Procurements (EPs).

• Provides strategic advice to agencies in determining the proper methods of procurement to ensure compliance with procurement policies, promote competition and provide the best value to the Commonwealth.

• Manages complex high-profile solicitation projects as needed.

• Facilitates and works with agency shareholders, program areas in the development statements of work and supporting documents for Request for Information (RFI), Quotation (RFQ) and Proposal (RFP) and Invitations for Bid (IFB) with potential suppliers. Assesses results, documents recommendations, and communicates results to agency representatives and suppliers.

• Leads and facilitates workgroups comprised of business and technical staff in support of solicitation and planning activities.

• Serves as the primary point of contact for all procurement project related issues as they relate to IT procurements.

• Performs quality assurance reviews of IT procurement project documents in the portfolio.

• Adheres to established service management processes and procedures.

• Maintains confidentiality.

• Participates in special project and initiatives related to IT procurement processes.

Experience:

Minimum of 5 years of experience in procurement.
