Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews and processes National Crime Information Center (NCIC) data and places Administrative Stops on stolen vehicle records where warranted. Coordinates and administers the Department’s Commonwealth Law Enforcement Assistance Network (CLEAN) system including reviewing requests to grant access to internal and external parties. Obtains and maintains certification to use and administer access to CLEAN. Reviews background information of potential users and has the discretion to determine giving users access. Serves as the Terminal Agency Coordinator (TAC) for the CLEAN system; monitoring and ensuring daily compliance with CLEAN and NCIC policies and regulations. Distributes information and updates as it relates to CLEAN and NCIC to the appropriate staff. Processes motor vehicle applications, that relate to stolen vehicle issues, in the Commonwealth Automated Registration and Titles System (CARATS) and Modernized Vehicle and Drivers License System (MVDLS) to ensure proper issuance of certificates of title, registration plates, and registration cards. Researches and responds to requests for information received in the Risk Management Office from Regulations Client Services, Inspections Unit, and other areas of the Department specific to stolen vehicles. Responds to telephone and notepad inquiries regarding stolen vehicles and uses discretion to formulate responses in accordance with Departmental policies. Assists internal and external customers, who contact the Risk Management Office via email, customer service counter, telephone and notepad inquiries regarding Administrative Stops and stolen vehicles issues. Prepares correspondence specific to the inquiry in accordance with Departmental policies. Serves as the point of contact for federal, state, and local law enforcement agencies regarding stolen vehicle matters. Coordinates technical support response due to systems problems occurring with CARATS, MVDLS or the CLEAN system and alerts management of these issues for appropriate action. Promotes teamwork and provide a work environment that produces customer service and/or products. Maintain professionalism in person and on the telephone with internal and external customers. Provide friendly, accurate and timely service to all customers at all times. Ensures the integrity of confidential customer information and products while maintaining good customer service. Complies with customer service and confidentiality policies of Driver and Vehicle Services and the Department. Assists staff with various administrative research assignments such recommending training on the stolen vehicle processing or ensuring that information, desk manual, and training resources are up-to-date. Assists in pulling title histories to fulfill Request for Data requests from law enforcement and government agencies. Performs other related duties as assigned. Position is considered operationally essential. May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to: early dismissals for inclement weather; the day before holidays; special holiday closings. Safety: 1.
