Position Purpose:

This position in the Bureau of Communicable Diseases (Bureau), Division of HIV Health (Division), Care Section supports the Division’s mission of a full continuum of HIV related services: Prevent-Test-Link-Retain/Re-engage, free from stigma and discrimination, for individuals in Pennsylvania who are at risk for or living with HIV through its responsibility for the administration of the Continuous Quality Improvement (CQI) Program and support for the Housing Opportunities for Persons with HIV/AIDS (HOPWA) Program.

Administrator of the Health Resources & Services Administration’s (HRSA) Continuous Quality Improvement (CQI) Program for the Pennsylvania Department of Health’s Ryan White Part B (RWB) Program, and Housing Opportunities for Persons with HIV/AIDS (HOPWA) Program Support Assistant:
1.Program Administration:
- Coordinates and facilitates the Division’s Statewide RWB CQI Program including the development, implementation, and monitoring of the CQI Plan
- Works with the Division staff, other Department and supporting staff, and regional grantees to develop the CQI Plan and related activities including facilitation of a CQI workgroup.
-Maintains proficiency in the Health Resources and Services Administration (HRSA) CQI requirements and expectations.
-Collaborates with Care Program and Monitoring & Evaluation Project Officers to conduct monitoring visits/activities of regional grantees according to state and federal requirements to ensure compliance and efficacy of CQI program activities and service delivery.
-Collaborates with Division staff and established stakeholders for the collection, analysis, and integrity of the program data and collection process to support CQI Plan activities, including identification of quality measures, monitoring of progress, and report out requirements
-Communicates CQI policies/procedures, program information and technical assistance, both written and orally to internal and external stakeholders for purposes of program management in accordance with state and federal expectations/requirements.
-Assists Monitoring & Evaluation Project Officers with the development of contractual tasks related to CQI.
-Assists with HIV service utilization data activities as necessary to ensure appropriate reflection of service standards and compliance with federal requirements and expectations.
-Assists and supports the HOPWA Coordinator with tasks related to housing technical assistance, policies/procedures, invoicing, and HOPWA program service delivery.
-Assists the Care Program Manager with program planning to ensure federal/state program requirements are appropriately incorporated.
- Collaborates with the HIV Planning Group (HPG) to incorporate resources to support the Integrated HIV Prevention and Care Plan (IHPCP) as needed
2.Grant Management:
-Assists with federal grant application activities and requirements based on federal guidance, service utilization, and Pennsylvania statistical data to ensure the receipt of federal funding for all HIV services and HOPWA.
-Assists with the completion and submission of required federal/state annual and ad hoc reporting to ensure compliance with funders.
-Prepares and presents the Division’s CQI Plan and program activities to HRSA during required federal monitoring.
-Assists with activities to support the HIV Integrated Planning Group, the Special Pharmaceutical Benefits Program (SPBP) Advisory Council and any other department program/team to ensure access to information relevant to all HIV services to promote integration and appropriate awareness of department HIV activities.
3.Fiscal
-Provides recommendations to the Care Program Manager about HIV service utilization for purposes of budget planning and the allocation of resources to the regional grantees.
-Provides recommendations to the HOPWA Coordinator about housing for purposes of budget planning and the allocation of resources to the HOPWA grantees.
4.Department Support
-Makes recommendations to the Care Program Manager relating to HIV services based on CQI program data, federal initiatives and expectations/requirements to ensure the mission of the Division of HIV Health and the federal funders are met.
-Participates and contributes to Division Integration activities to ensure a comprehensive approach to HIV service delivery in Pennsylvania.
-Completes other duties as assigned.
-This position may be given as assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time. Ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time.

Supervisor’s Control: Supervisor periodically reviews on-going work progress and results of some assignments. New assignments are performed independently based on knowledge of standards and procedures.
