As the Director of Business Operations for the Bureau of Long-Term Care (BLTC), this position is responsible for providing the leadership, management, and vision necessary to ensure that BLTC has the proper operational controls, administrative and operational procedures, and staffing in place to effectively grow the organization and to ensure financial strength and operating efficiency. This position works in conjunction with all other Bureau’s and Divisions to address any and all needs both professionally and efficiently. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for the daily operation of the State Veterans’ Home System. Provide direction and consultation to veterans’ home administrators and staff to promote quality standardized programs and treatment services; to facilitate efficient and effective administration and operations; and to maintain compliance with accepted standards of practice, licensure and regulatory requirements, and departmental policies. Direct the development of the BLTC strategic plan and ensure strategic goals are achieved. Take corrective actions as needed to address areas of concern. Provide high-level guidance and direction to ensure that the bureau’s efforts are cohesive, effective, and responsible for emerging challenges and opportunities. Work with the homes as needed to coordinate resident wellness programs and activities such as Veterans Homes week, The Adjutant General fishing tournament and holiday events. Oversee and participate in the establishment of program measures and assessment of BLTC operations to ascertain program effectiveness. Identify the best practices and opportunities for improvement. Oversee and participate in the development and implementation of new or revised policies, processes, procedures, and practices. Oversee the establishment and implementation of new programs, projects, and initiatives through the supervision of the BLTC Project Manager. Set priorities and completion timetables. Ensure projects and initiatives are aligned with organizational strategic goals. Oversee the development of the BLTC marketing plan and strategy. Ensure marketing initiatives are funded and aligned with strategic goals. Work with the Commonwealth Communication team as needed for formal internal and external communication. Review audit reports, committee reports, and inspection and survey results from the Department of Health, federal VA, and other regulatory and reporting authorities. Assist with directing staff as needed to identify and eliminate survey deficiencies. Oversee and participate in the review, evaluation, and investigation of resident or family complaints/problems. Review the resolution/response by the applicable home. Monitor resolution implementation and override the determination by the field site when necessary. Issue new guidance and establish a timetable for execution. Review and evaluate the administrative and support activities of the homes to ensure standardization and consistency in business and operational practices. Oversee the development and implementation of new and modified operational methods, standards, and procedures to improve administration and support operations. Oversee fiscal management activities of the six veterans’ homes. Provide administrative oversight of revenue operations through revenue program management staff and the homes’ revenue offices. Establish revenue goals in concert with revenue program management staff. Review operational, capital, and fixed asset budgets; prepare budget submission for the Director’s approval. Oversee budget execution. Oversee the development and implementation of BLTC, departmental, and corresponding policies and procedures, state and federal funding requirements, and timely implementation of contractual services. Ensure that contracts are in line with funding capacity to meet budgetary and strategic goals. Oversee ongoing operational reviews to assess training needs for BLTC staff. Oversee the identification and development of appropriate training programs to ensure each home’s ability to meet BLTC and departmental goals and objectives of providing multilevel health care, treatment, restorative, and rehabilitative services for resident veterans and their spouses. Establish training priorities and allocate resources accordingly. Work with the homes, PEMA and FEMA to oversee their PPE management. Participate in identifying and developing PAR levels, stocking and restocking processes. Work closely with the homes to identify upward virus trends and take action on PPE inventory as needed to predict home’s needs. Mentor, coach and train as needed. Review proposed legislation to assess the impact on BLTC’s and the Department’s mission and strategic goals regarding the delivery of resident care and services. Provide formal recommendations and/or prepare executive correspondence or briefings. Participate as needed, or requested, in developing legislation affecting veterans and health care facilities. Function as a liaison between the veterans’ homes and the Human Resource (HR) Manager and HR staff to ensure the consistent application of the contractual provisions of the collective bargaining agreements/memoranda between the Commonwealth and AFSCME, SEIU, OPEIU, PSSU, UGSOA, and PDA unions. Monitor centralized HR services and advise the HR Manager of unusual situations, highly sensitive issues, and areas for improvement. Review staffing levels at the homes and recommend adjustments to achieve consistency and optimal service levels. Function as a liaison between the veterans’ homes and departmental offices and bureaus, such as the Deputy for Facilities and Engineering, Office of Policy, Planning, and Legislative Affairs, Chief Counsel, Public Affairs, Bureau of Budget and Finance, Bureau of Office Services, Bureau of Information Technology, and the Command Group. Represent and make decisions on behalf of the Director, BLTC as needed. Represent the Deputy Adjutant General for Veterans’ Affairs and the BLTC Director at meetings and on committees involving veterans’ homes operation and care standards, and at meetings with the Commandants and management staff of the homes. Represent The Adjutant General at various meetings and functions as needed. Manage and supervise the Division of Project and Program Management Support staff responsible for the veterans’ homes’ special projects and initiatives, metrics and performance measures, program improvement, staff assessment and development, admissions and marketing, and administrative processes. Perform the full range of supervisory duties, including planning, assigning, and evaluating work, evaluating employee performance, approving and disapproving leave requests, initiating disciplinary action, determining subordinate training needs, coaching and counseling employees, and resolving problems and issues. Act as the liaison to OA as needed. Coordinate agency needs with all stakeholders to ensure tasks are completed on time as identified. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor. Travel to field sites and other locations as workload requires, including overnight stays. Perform other related duties as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Work is performed within a broad framework of existing laws and policies, but considerable latitude exists for individual initiative. Periodic conferences are held with the Executive Director and Deputy Adjutant General for Veterans’ Affairs, The Adjutant General, and senior management officials to provide updated information, discuss major, critical operational changes and develop new strategies relating to nursing care facilities for the resident veterans. Develop and implement policies and procedures to meet strategic goals. Determine and implement the appropriate resolution to operational concerns, politically sensitive issues, or situations that have the potential to draw media attention. Set the direction for administrative/business functions in the veterans’ homes; consult with the Chief Medical Officer and the Director, Veterans Homes Bureau as needed. Make decisions and/or take immediate action on behalf of the Executive Director, Veterans Homes Bureau as required to sustain operations while maintaining agency standards of resident care. Make decisions on personnel matters related to position vacancies, position reviews, work assignments and priorities; approve/disapprove leave, conduct performance management of staff including employee recognition or discipline. Make PPE stocking PAR and inventory level and turnover process decisions for the BLTC and the homes Clinical and Executive leadership. This position is considered a part time teleworking position. |
