Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is located within the Bureau of Environmental Management, Division of Environmental Planning. The Environmental Specialist Trainee participates in a 12-month training program to develop the knowledge and experience required to perform environmental planning work to ensure department properties and activities comply with environmental laws, regulations, and policies. The position receives on-the-job training to learn about conducting environmental audits and related inspections to ensure the Pennsylvania Army National Guard, DMVA, and tenant organizations achieve and maintain compliance with environmental requirements under appropriate federal, state, and local laws, policies, and regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. National Environmental Policy Act (NEPA) and Related Planning Documents: Observes and assists the Environmental Specialist and/or Supervisor in a range of planning and environmental impact evaluation activities under the National Environmental Policy Act (NEPA) and regarding proposed PAARNG and PADMVA actions in consultation. Following federal, Army, and NGB guidance, regulations and laws, the Environmental Specialist Trainee assists with the preparation of required NEPA documentation, such as Records of Environmental Consideration (RECs) and Environmental Assessments (EAs), including required research and the analysis of potential impacts in areas such as biological and natural resources; cultural resources; and other related considerations required under NEPA. Conducts research to fulfill planning information requests, and reviews resources such as sensitive/threatened and endangered species documentation, engineering/construction plans, real estate files, historical maps and aerial imagery, water resources and soils data, and other Agency files and technical and regulatory sources. Prepares necessary documentation related to said research. Supports environmental analysis efforts for construction, real estate/real property acquisition and disposal actions, and other facilities and engineering actions by collecting applicable information on general or site-specific natural resources, historical environmental conditions, easements/restrictions, demographics, geography, land use, etc., from hard copy and online data sources and interviews. Consults with Agency and military personnel to identify and resolve known or potential environmental or other planning issues: Observes and assists with consultations with the Agency and military staff to identify and resolve known or potential environmental or other planning issues, assist with permitting issues, and related environmental issues. Attends construction, real property, environmental, and associated meetings to collect information and collaborate with an Environmental Supervisor and other Bureau staff to provide planning/environmental input, and coordinate follow-up actions. Attends pre-decisional and pre-construction/action meetings and site visits, and coordinates with facilities, engineering, environmental, and other professionals both in-house and contracted, as applicable. After consultation with senior environmental staff, the Environmental Specialist Trainee may advise applicable points of contact on courses of action, environmental risks associated with proposed actions, and potential restrictions on proposed activities under NEPA, natural resources management, and other environmental programs. Collects information from the appropriate Bureau of Environmental Management staff and others, and incorporates this information into briefings for senior leadership, the public, and other environmental, facilities, and military training-related staff. Assist with Geospatial Data Collection and Related Services: Works with the Environmental Supervisor and/or Environmental Manager to assist with the collection of geospatial data utilizing Global Positioning Systems (GPS) equipment and from Agency-held and other data sources. Assists with the incorporation of geospatial data into the agency's geospatial database; preparation of geospatial analysis products and tools for planning and other applicable environmental purposes; compilation of geospatial data products; and preparation of hardcopy and digital maps. Assists with the preparation of maps and applications for use in the geospatial data server and web-based Portal system. Assists Agency staff with training on geospatial applications, as needed. Follows established procedures and standards for digitization, data interchange, and quality assurance/control reporting using knowledge of Spatial Data Standards for Infrastructure and Environment (SDSFIE) for spatial features and their attributes. Assists with the Implementation of the Army Compatible Use Buffer (ACUB) Program: Observes and assists the designated ACUB program manager/Technical ACUB Cooperative Agreement Manager (TCAM) with the Army Compatible Use Buffer (ACUB) program for Fort Indiantown Gap. Such work can include the preparation of required project documents, memorandums, and other correspondence, briefing materials, and other electronic and hardcopy materials. Conducts research and assists with the preparation of required program documentation, such as annual reports, funding requests, grant applications, etc. Assists with the preparation of briefing materials, maps, and other graphics; and utilizes GIS to assist the ACUB Working Group in identifying critical target properties and for other program-related purposes. Assists with other Assessment and Planning Division work tasks, as assigned by an Environmental Specialist, Environmental Supervisor, and/or Manager. For example, these tasks may include (but are not limited to): assisting with the completion of Environmental Performance Assessment System (EPAS) audits and inspections for compliance monitoring. Assists with the preparation of environmental due diligence documentation (such as environmental condition of property (ECP) efforts), as per applicable US Army/ARNG guidance and ASTM International Standards. Assists with the preparation/review of the Organizational Noise Management Plan and other environmental plans and policies. Performs other related work as required under the guidance of an Environmental Supervisor, and/or Environmental Manager. Work is assigned by an Environmental Supervisor or Environmental Manager, DMVA, and is reviewed through correspondence, reports, and other hard-copied or digital documents. Attends training applicable to job duties, as required. Performs work following the DMVA general safety rules and the safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor, and/or immediately corrects any safety hazards in the work area or reports the same to the supervisor or manager.
