Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Schedule & conduct routine inspections of established nurseries twice per year (spring & fall) for the purpose of evaluating the condition of the fish (size, weight & health); feeding methods, brands, nutrient levels & sizes; facility cleanliness (including the importance of proper waste treatment); water quality & flows; make recommendations on quantity and species composition; advise nursery sponsors on proper bio-security protocols to ensure the health of the fish on site and to decrease the likelihood of introducing/spreading aquatic invasive species; discuss sponsor representatives’ concerns, questions, and suggestions. Discuss all inspections with Unit Manager, address any concerns and make recommendations. Schedule & conduct periodic inspections of prospective sites as needed or assigned, answer questions relative to program, check water quality & quantity, record data, fill out preliminary site evaluation form and submit to Unit Manager. Make note of any information that will help with making final decisions relative to the prospective site. Make sure prospective sponsors understand the program, responsibilities, operation & policy. Assist in present & new sponsor construction projects, offering assistance, advice & recommendations, to make sure sponsors are following proper procedures & provided plans; make periodic inspections during construction & answer questions as they arise; upon completion of new sponsor project provide detailed information about the program as well as new sponsor agreement form. Conduct emergency inspections as warranted or assigned, taking approved chemicals & medication to prepare for most disease situations. Do thorough on-site evaluation to determine cause of disease, including water quality analysis, conduct autopsies of dying or recent dead to insure correct diagnosis and treatment regimen. Be familiar with all environmental & other disease disorders & correct methods of dealing with each. Treat with approved chemicals & medications according to manufacturer’s instructions & approved safety methods in handling & dispensing. Train sponsor representatives in proper use of the materials & leave detailed written instructions to follow, making sure that they are easily understood. This work is done without direct supervision on site as warranted. Assist the Fish Health Unit with fish health inspections at the Erie County cooperative nurseries, including parasitology, bacteriology, and virology sampling. Schedule and conduct periodic gill lice inspections at cooperative nurseries in accordance with the Pennsylvania Fish and Boat Commission's Protocol for Certification of Salmonids for the Presence of Gill Lice. Schedule and conduct periodic New Zealand Mudsnail inspections at cooperative nurseries, in accordance with PFBC protocols and procedures. Conduct stream surveys, using electrofishing equipment, to determine the presence of any pathogens prior to the establishment of a cooperative nursery as requested by PFBC staff. Ensure all equipment used in routine, emergency, and prospective inspections such as dissolved oxygen meters, scales, microscopes, GPS units, etc. are properly maintained and in working order. Periodically inventory all supplies required for inspections and provide a detailed list for Unit Manager. Maintain care of and ensure assigned vehicle is serviced & inspected at assigned times. Operate vehicle in accordance with Defensive Driver Training instructions. Keep auto trip sheets up-to-date & submit at the end of each month with appropriate gas/oil slips to Unit Clerk Typist. Conduct office affairs of Unit in the absence of the Unit Manager and other staff as required. Have working knowledge of PC for doing time sheets, leave requests, travel expenses, sponsor annual reports, e-mail correspondence and other office projects as needed. Maintain proficiency in Microsoft Word, Excel, Power Point, and ArcGis. Answer correspondence in a timely manner. Maintain forms & informational materials as needed for use with sponsors. Prepare & send out Nursery Manager Manuals & packets as assigned or needed. Assist with review of Cooperative Nursery Sponsor grant applications, selection of grantees, and confirmation of required final reports and receipts. Enter all required data into the three main components of the Cooperative Nursery Unit database: Sponsor Organization Information (update officer changes and contact information); Requests for Distribution (nursery fingerling requests); and Nursery Stocking Information (stocking data from nursery report cards and other sources). Prepare & make presentations on various aspects of the Agency & Unit to sportsmen’s groups (present & prospective), educational institutions, service clubs and other organizations as requested or assigned, assist with preparation for regional seminars by offering comments & suggestions as needed or requested; prepare & make specific presentations at six regional seminars every other year on a subject approved or assigned by Unit Manager; participate in presentation of the Unit program to fish culture school & waterways conservation cadet classes as assigned; participate in presentation of the Unit program and any related topics to the PFBC Board of Commissioners at the PFBC Quarterly Commission Meetings; hold cooperative nursery discussions with representatives of the news media as requested or assigned; serve as a consultant on aquaculture issues to individuals or organizations that are rearing or desire to rear fish commercially or privately. Attend in-house or other in-service meetings and trainings as needed or assigned to keep up-to-date on agency policies, new technology & new aquaculture methods / equipment to respond of needs of sponsors. Accept & initiate phone calls relative to cooperative nurseries at home during off duty hours. Accept weekend & holiday assignments as routine duty if needed. All work & schedules are subject to review & approval by Unit Manager. Work with sponsors in developing methods of dealing with potential NPDES permitting needs as they are developed by DEP. |

Fisheries technicians are responsible for answering routine questions from nursery personnel regarding scheduled inspections, nursery maintenance, feeding of fish, fish health concerns, and general fish culture practices. In the absence of the Unit Leader, fisheries technicians make independent decisions about the importance of a nursery visit to evaluate the severity of a fish health problem and possible remedies. |
