Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional management level position assigned to the Time and Transactions Section, Employee Relations and Workforce Support Division, within the Department of Transportation's Human Resources Office. This position is responsible for coordination, recommendations, policy development and related management procedures of Department-wide time, transactions, scheduling, specialized grievance settlements, and guidance. Serves as Regional Time Advisor, supervising three district timekeepers and is responsible for administering time and attendance programs for assigned organizations. Responsible for the Work Schedule Program to include management of AWS work schedules. Responsible to serve as a backup to the Agency Time Advisor for the Outprocessing Program for separating employees to include, in addition to transactional responsibilities, the preparation/distribution of separation acknowledgement letter, release of Exit Information Survey as appropriate, and notification to Enterprise OA of HR employees prior to separation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work directly with Department Human Resource Offices providing policy interpretation on time rules, contractual entitlements, and absence management. Manages workflow of the Time and Transactions Section by prioritizing work assignments and special projects, and monitoring the workflow of electronic Personnel Action Requests (E-PARs) to ensure timely completion. Responsibilities include developing time management policies and procedures, performing audits, providing technical assistance, conducting training, developing and maintaining training materials and manuals, oversight of activities performed in Employee Self-Service (ESS) and SAP Time and customized Plant Maintenance functions. The incumbent is also responsible for all agency responsibilities associated with Organizational Management and Personnel Administration activities and communications. As Department Time Advisor, this position is responsible for providing proper guidance, conducting research and providing resolution to errors; specifically with the custom Plant Maintenance Payroll (ZIPY) which is an automated process designed specifically for PennDOT. Analyzes system evaluation of entries/wage type calculations to prevent or reduce under and/or overpayments of employee pay. The incumbent must understand system processes as affected by union contract appendices, bargaining unit rules, multiple shift/24-hour operations, multiple union side-letter agreements, job class salary truncation agreements impacting higher class and equipment operation differentials, as well as Department management overtime policies. Serves as Abledoc e-Payroll coordinator for HR functions. This is another PennDOT specific process with direct impact to ZIPY CATs data. Performs analysis of e-payroll business processes, recommends improvements to the Bureau of Maintenance and Operations (BOMO) and has direct involvement in developing/updating policies and procedures as they relate to HR functions. Provides oversight to Districts/Counties on HR impacts and assists Section staff with error resolution related to CATS data. Ensures Section staff are kept up to date on process changes/improvements. Coordinates corrections between Central Office/District HR contacts and BOMO Plant Maintenance contacts, down to the County level. In addition, this position will utilize knowledge of Federal Wage Laws, Commonwealth and Department-specific policies, pay rules and system functionality to: Research, analyze and resolve complex payroll errors by utilizing knowledge of attendance/absence codes, premium and overtime codes and indicators, R3 plant maintenance attributes, such as plants, work centers and work orders; and coordinate and ensure timely completion of error reports received from BCPO and the HR Service Center, e.g., GAAP Audits, post audits, archiving and year ending/beginning actions; and monitor SAP time-related error reports and coordinate timely correction of past errors for archiving, which occurs yearly. Responsible for the Basic and AWS Work Schedule Program. This is a complex program requiring understanding of position coding. This position also requires thorough knowledge of Department SAP work schedule rules including; shift planning, substitutions and AWS agreements. The incumbent must understand alternate work schedule functionality and be able to provide input on proposed AWS agreements with respect to SAP system capabilities. The incumbent must remain knowledgeable on the availability of existing work schedules, and will work directly with the Enterprise Office of Administration (OA)/Integrated Enterprise System (IES) to develop and test new work schedules. Maintains AWS manuals and guides used by employees and timekeepers. Acts as the main Department liaison with the HR Service Center by ensuring accuracy of letters, actions and other products produced by the HR Service Center. Routinely audits PARs and corresponds with District HR Offices to identify common errors which need to be addressed. Conducts training needs assessments to determine employee needs for time management. Develops audience-appropriate training curriculum to include exercises, handouts and visual aids. Delivers training both in Central Office locations and by traveling to various field locations throughout the state. Through subordinate analysts, reviews training presentations for changes in federal law, Commonwealth and Department policies. Provides training to new supervisors at PennDOT Leadership Academy for Supervisors (PLAS). Delivers training at Roadway Program Coordinators Academy on HR functions related to ZIPY/e-payroll. Provides other group and one on one training as needed to Bureau/District Time Advisors and timekeepers. Process specialized grievance settlements to include lump sum payments and back pay/benefits awards. These settlements require coordination with Labor Relations, HR Service Center and BCPO. Responsibilities for the Outprocessing Program include analyzing materials and consulting with other HR Divisions and staff when revisions are needed and updates policy. Serves as a liaison between IES, OA and Bureau of Commonwealth Payroll Operations (BCPO) attending Commonwealth-wide meetings, communicating agency needs and recommending systems modifications (including full time evaluation changes) to improve operations. Workforce and Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Performs other related duties as required. |
