Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position will be tasked with learning about Commonwealth employee relations processes and procedures. On-the-job training will be provided in the form of learning assignments and observation of employee relations analysts. The General Government HR Office provides ER support to nineteen diverse agencies, some of which are under the Governor’s jurisdiction and some that are independent. Successful completion of this training program will result in promotion to a Human Resource Analyst 1 position. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Learn about how employee relations experts review, investigate, analyze and respond to grievances in both the Standard Grievance Procedure (SGP) and Accelerated Grievance Procedure (AGP). The incumbent will learn how to determine methods by which all required information is gathered to support the Commonwealth. Learn how to conduct investigations and collect pertinent information and assist agency attorneys in responding to and resolving Civil Service appeals; Human Relations Commission complaints; Equal Employment Opportunity Commission complaints, as well as union grievances that have gone to Arbitration. Learn about the proper application and administration of the provisions of all contracts and memoranda of understanding that cover represented employees, as well as the associated side letters and any local agreements that may exist in each Office/Board/Council/ Commission. Assist in the development and/or review of the proposed Local Agreements of the involved Office/Board/Council/Commission. Employees will be required to follow any other job-related instructions and to perform any other job-related duties required by the supervisor. This position has a 12-month Civil Service probationary period. Upon successful completion of the probationary period, incumbent will be promoted to a Human Resource Analyst 1. |
