Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As a Senior Civil Engineer (Transportation) in the Bureau of Construction & Materials (BOCM) Engineering Automation and Services Division (EASD), position applies advanced engineering practices and principles to three-dimensional (3D) Computer Aided Drafting and Design Software (CADD) software and serves as a commonwealth wide subject matter expert on use of software, maintenance of software, evaluation of new software, software compliance with department standards, training of users, and providing technical support to Pennsylvania Department of Transportation (PennDOT) Central Office users, PennDOT District Office users, users in other agencies, and Engineering Consulting firms. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as a lead project engineer and liaison between the Engineering Districts, Bureau of Design and Delivery, the Bureau of Information Systems (BBSS), the CADD Support Section located in District 3-0, other offices regarding CADD-based engineering software, and the CADD Domain.

Develops logic, routines/workflow processes, and software for the maintenance and enhancement of 3D CADD-related engineering software based on the Department's design Publications, construction Publications and design or analysis related computer programs.

Applies advanced engineering practices and principles to the evaluation and implementation of new and emerging technologies related to engineering automation that may be beneficial to the agency; develops standards and specifications for its use; coordinates and provides training; deployment; drafting software policy and guidelines; and provides subject matter expert advice and day to day technical support to engineering staff in the use of these technologies. Performs independent engineering studies related to various software to determine the benefits to the agency.

As needed, instructs and monitors one or more technical staff in developing information that serves the needs of the entire community of customers, which may include PennDOT Central Office users, PennDOT District Office users, users in other Agencies, and Engineering Consulting firms.

Provides organizational and technical leadership in the maintenance and enhancement of CADD related drafting and design software. Applies knowledge of CADD-based engineering software, highway design, plan preparation, and familiarity with both the content and use of the Department’s design and construction related standards (Design Manual Parts 2, 3, and 4, Roadway Construction (RC) Standards, Publication 408, etc.) and policies.

Applies advanced engineering practices and principles to the performance of highway design function and duties for CADD-based engineering software.

When developing CADD files for projects such as roundabouts, innovative intersections, and new alignments applies engineering knowledge of engineering calculations and how to apply those calculations into the CADD program.

Develops logics and details for CADD-based engineering software.

Develops procedures and routines/workflow processes for design and drafting applications.

Develops 3D model designs, visualization demonstrations and solid models for public presentations. For example, PowerPoint presentations and interactive project visualizations.

Conducts BETA and Acceptance testing of CADD-based engineering software.

Configures, customizes, and troubleshoots problems with CADD-based engineering software.

Assists in the review and preparation of the recommendation for approval of CADD-based engineering software which aid drafters and designers in the cost-effective production of contract plans/models.

Works with MicroStation and Open Roads Designer. Provides expertise and guidance to the rest of the state for other CADD applications that run on top of MicroStation and Open Roads Designer.

Works with Open Roads Designer Drainage and Utility and other programs as required.

Assists in the development of the annual hardware, software, and other CADD-based engineering software related to budgets, purchase requisitions, and implementation plans.

Performs project manager functions for CADD-based engineering software developed either in-house or by consultants.

Provides technical customer support for CADD-based engineering programs for office peers, Department managers, District personnel, personnel from other Departments, and personnel from private engineering firms.

Uses engineering background to investigate and resolve problems encountered in the actual day to day use of CADD-based engineering software with moderate supervision.

Develops and revises courses for CADD-based engineering programs.

Investigates and resolves problems encountered in the actual day to day use of CADD-based engineering software with moderate supervision.

Identifies the major software modification and enhancement needs of CADD-based engineering software for development by outside consultants.

Researches new concepts for project visualization, as appropriate.

Incorporates the digital 3D design into design, survey, and construction procedures.

Performs independent engineering studies and foundation investigations, develops or upgrades existing standard drawings on CADD for highways, bridges, and traffic safety to meet state-of-the-art engineering concepts. Coordinates these standards with the appropriate engineering disciplines within Highway Administration and the Engineering Computing User Groups.

Performs design and graphic completeness checks on the standards and cells if developed by others.

Assists in maintaining an ongoing dialogue with the entire CADD user community to ensure that all user needs are considered for new software features.

Assists in the management of contracts for the purchasing and the maintenance of all CADD software and hardware as directed by the Highway CADD Manager, on an as needed basis.

Provides training to the user community for engineering programs related to the CADD Domain.

Assists with the development and the updating of files available to the Department's CADD community.

Prepares system and user manuals - documentation will include a detailed explanation of the engineering methods and algorithms employed in each program.

Assists in performing feasibility studies to determine the need for automation of any specific functions in the supported application area.

Participates in the Department's quality initiatives including, but not limited to, training, work groups, task forces, reengineering teams or other quality-related groups as directed.

Assists with the lead operator duties within the Bureau.

Participates in, facilitates, and serves as an instructor for Division- and Bureau-sponsored training on an as-needed basis.

Participates in the Department’s quality initiatives including, but not limited to, training, work groups, task forces, reengineering teams or other quality-related groups as directed. Providing quality service and products to both internal and external customers.

Work results are in accordance with the Strategic Focus Areas in Moving Pennsylvania Forward.

Visits to other offices in the office building and some visits to other federal and state offices and consultant offices in the immediate Harrisburg area. Visits to the Engineering District Offices, municipalities, consultant offices, and other locations throughout the state.

Attends at seminar-like settings, both as a staff representative and/or to make presentations for various training sessions, meetings, and/or hearings. Travel, possibly overnight, possibly using your own vehicle, and possibly out-of-state.

Utilizes Personal Computer with Keyboard; CADD Workstation with Keyboard and Mouse; Mainframe Computer Terminals; Printers and Plotters; Telephone and Facsimile Equipment; Calculator; Common Writing Implements; copier; Hand-Held Measuring Devices; and new technology as it becomes available.

This PD does not include every duty of the position and other duties outside of this PD may be asked.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
