Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides a variety of outreach, promotional, reporting, data management, and technical advisory duties on behalf of the Apprenticeship and Training Office. Is main staff representative in charge of system management and collecting and digitizing data related to grants, programs, or individual participants in all necessary Registered Apprenticeship and Pre-Apprenticeship Systems including the national Registered Apprenticeship Partners Information Data System (RAPIDS), the eligible Apprenticeship List housed within the statewide Eligible Training Provider List (ETPL), the Apprenticeship Pathway within the Commonwealth System of Record (CWDS), and any other required tracking systems or reporting. Assigned Area of Coverage: Statewide Headquarter location: Headquarter location will be set within a PA Careerlink® or L&I designated location in the designated coverage area based on the location of the chosen staff member and availability of office space. Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. To telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to your designated headquarter location fulltime. Assigned Area of Coverage: Statewide Headquarter location will be based on selected candidate and availability. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. In a developmental capacity, carries out field work independently, and responds to inquiries from or initiates contacts with funders, participants, and current and potential program sponsors and contacts including employers, employer associations, unions, community-based organizations, training providers, secondary and post-secondary education institutions, apprentices, etc. in relation to program or individual participant related data entry in all necessary Registered Apprenticeship and Pre-Apprenticeship Systems including the national Registered Apprenticeship Partners Information Data System (RAPIDS), the eligible Apprenticeship List housed within the statewide Eligible Training Provider List (ETPL), the Apprenticeship Pathway within the Commonwealth System of Record (CWDS), and any other required tracking systems or reporting. Independently tracks need, effectively documents, and maintains records and updates systems in relation to Registered Apprenticeship and Pre-Apprenticeship grant related, Sponsor and Program data and apprentice/pre-apprentice related enrollment and program status/case management data. Designs, develops, and modifies data infrastructure to accelerate the processes of data analysis and reporting. Maintains data management plans and instructions for operating complex business systems. Oversees the integration of new technologies and initiatives into data standards and structures. Develops standards of operation when handling and archiving data. Evaluates the design, selection, and implementation of database changes by comparing them with workforce development guidance and requirements. Assesses system performance and makes recommendations for hardware, software, and data storage improvements. Ensures data and information security by integrating and upholding digital security systems Reviews and adds input as necessary to presentations, manuscripts, graphs, and tables to ensure accuracy and quality of data being presented. Will be expected to provide timely follow-up to leadership, funders, participants, sponsors, and partners and document accordingly as well as track communication with sponsors, employers, and partners in appropriate databases, including effective use and maintenance of the national Registered Apprenticeship Partners Information Data System (RAPIDS) and any other required tracking systems or reporting. Provide system maintenance and reports as needed related to specific work and overall apprenticeship/pre-apprenticeship or grant related efforts and topics. Will serve on committees and advisory groups to advise and assist on actions affecting apprenticeship training programs, and attending meetings, seminars and conferences that address apprenticeship issues; and keeping program sponsors informed of all federal, state and local laws and regulations pertaining to apprenticeship training. Provides data for or directly makes oral presentations to and conducts trainings as needed to statewide and local audiences, including representatives of industry, labor, and other groups concerned with economic development and expansion of apprenticeship opportunities. Work strategically with employers, sponsors, workforce and education partners including One-Stop and economic development staff by providing outreach and training regarding Registered Apprenticeship as a workforce strategy and how to use and keep necessary systems updated. Works with team and leadership to establish regular meetings with designated local staff to provide information regarding trends in Registered Apprenticeship other specific data as needed. Services registered apprenticeship and pre-apprenticeship programs within the state that provide a wide diversity of skilled occupations in all sectors. Understand and potentially assist in exploration and assessment of fit for apprenticeship, partnering, and building program structures and ecosystems, assisting with registration processes and preparation for program approval, proper launch and maintenance of programs, as well as continuous assistance in program capacity building, review and assessment. May be required to cross state and regional lines, physically and virtually, when performing assignments. All staff will be expected to assist in the planning and promotion of events supporting apprenticeship/pre-apprenticeship, and the Apprenticeship and Training Office. Other related duties as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. This work includes responding directly and independently to questions, concerns, and needs of leadership, funders, apprentices, sponsors, and partners. This includes but is not limited to answering questions posed around apprenticeship/pre-apprenticeship data and providing guidance to companies considered potentially interested in an apprenticeship or pre-apprenticeship program or those that have an existing program. The work includes making direct recommendations which conform to PA and federal standards of Apprenticeship and regulations and which are aimed at serving the needs of local industries and local conditions. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: PREFERRED BUT NOT REQUIRED ATTRIBUTES: • Prior experience in sales, a customer contact job and/or customer service • Prior experience in Data Management, HR, Workforce Development, and/or the PACareerLink system • Proficient in Microsoft Office applications, other computer programs and data entry • A solid understanding of data sources, data organization and storage. Strong IT and mathematical skills. • In-depth knowledge of statistical methodologies and data analysis techniques, and knowledge of relevant relational databases • Experience in a team-oriented environment • Ability to converse with a wide range of professionals and demonstrate a positive professional attitude; excellent communication and problem-solving skills • Ability to gather and synthesize information from a wide variety of people and sources • Access to reliable transportation, valid Class C License with acceptable auto insurance, and ability and willingness to travel • Solid organizational and time management skills • Detail oriented and accurate with deadline sensitive goals and objectives • Above-average interpersonal and communication skills • Ability to deal with difficult customers and ability to establish and maintain effective working relationships • Ability to maintain some level of flexibility as needs require • Experience conducting Workshops/Orientations and/or public speaking • Knowledge of community employers and community partners. • Experience working with unemployed, underemployed, displaced workers, noncustodial parents, ex-offenders, veterans, individuals with barriers or other economically-disadvantaged populations • Bilingual: English/Spanish is preferred Licenses, registrations, or certifications: 1.
