Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position serves as one of the Team Leaders (TLs) of the Keystone State Challenge Academy (KSCA). Under the direct supervision of an assigned Senior Team Leader (STL), TLs interact directly with cadets (at-risk youth) during their 22-week residential phase at the academy. Each platoon of cadets will have multiple TLs assigned to it for 24/7 coverage. TLs guide and train cadets using military principles and practices in a quasi-military environment. They provide the safe, secure, and structured environment for the cadets. They treat cadets in a standardized uniform way, where discipline is applied fairly to correct negative behavior (not as punitive measures). Through their consistent daily interaction with cadets, TLs model appropriate standards, communication, conduct, and discipline for cadets. TLs supervise cadets as they participate in experiential/recreational programs, service to community programs, and off-site work projects. TLs ensure that all cadet activities are completed in accordance with guidance given by the Deputy Commandant and KSCA philosophy, policies, and procedures.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provide day-to-day direct supervision, accountability, discipline, and guidance to KSCA cadets to ensure a safe and secure living and learning environment. Execute the cadets’ daily and weekly schedules to ensure all non-academic, physical training, and personal development activities are completed, and program goals are met. Provide input into the development of training schedules as required.

Supervise cadets and lead them during movement while on campus to include between barracks, physical training areas, and classrooms. As needed, transport and escort cadets when participating in off-site activities such as service to the community activities, field trips, or appointments.

Directly supervise and demonstrate to cadets varied military drills and ceremonies, recreational activities, physical fitness techniques, and barracks and building maintenance and cleaning in accordance with the daily and weekly training plans. Lead or participate in daily physical fitness training.

Provide guidance and instruction to cadets to develop and encourage acceptable behavior and competencies in daily residential activities to include study habits, interpersonal relations, housekeeping duties, and personal hygiene.

Provide guidance in social and emotional growth by role modeling positive social values and behaviors to encourage both individual growth and positive group dynamics. Develops cadet social skills, reinforces positive behavior, offers alternatives to inappropriate behavior, and listens and responds appropriately.

Maintain order and discipline by intervening with cadets through active supervision, responding to emergencies, and employing the least restrictive techniques to control inappropriate behavior.

Provide clear expectations and enforce immediate corrective disciplinary measures within authorized scope and authority for cadets who demonstrate inappropriate or disruptive behavior. Recommend further potential consequences to the Commandant’s Office through the chain of command in the case of recurring or severe behavior.

Conduct and submit in writing the daily evaluations of all supervised cadets related to physical fitness, leadership, health and hygiene, discipline, behavior, and potential.

Conduct daily inspections of cadet property and uniforms, barracks housing and latrines, and unit formations to promote discipline and safety in accordance with KSCA policy.

Complete shift paperwork, which includes daily staff log, meal reports, sick call reports, medication logs, incident reports, investigation statements, telephone notes, timesheets, etc.

Assist in preparing KSCA facilities, supplies, and equipment for program activities and participate in set-up and conduct of recurring and special events to include in-processing and out-processing of cadets, awards ceremonies, and graduation ceremonies.

Participate in candidate screening and evaluation process during the first two weeks of residency phase to provide input to Commandant’s Office.

As required, prepare training sites and conduct training activities for required Core Components at Fort Indiantown Gap or off-site locations.

Provide input and feedback to training activities, including recommendations to changes of the daily and weekly training plan and long-range plan.

Participate as required on the Cadet Input Board and on the Cadet Disciplinary Board to provide recommendations to the Commandant related to changes to the program or disciplinary matters.

Attend and participate in training sessions during the year to ensure compliance with NGB, Commonwealth, DMVA and KSCA training requirements for supervising at-risk youth.

As required, properly manage confidential and sensitive information.

Perform work in accordance with the DMVA general safety rules and safety rules for this position. Immediately report all workplace injuries or incidents to the Director and/or immediately correct any safety hazards in the work area or report same to the Director.

* Note: Required by Commonwealth law to have the following clearances no later than the first day of employment: Child Abuse History Clearance, FBI Criminal Background Check, Pennsylvania Criminal History Check, Disclosure Statement Affirmation (if clearances are dated within last 5 years).

Work is performed independently within the guidance provided by the KSCA Deputy Commandant and under supervision of a Senior Team Leader. Issues involving the health and welfare of cadets (as well as minor discipline infractions of cadets) will be resolved by the incumbent in a timely manner. Larger discipline issues will be referred to the Deputy Commandant. General supervision is provided through daily touch points. The incumbent makes a full range of decisions to accomplish program goals and objectives
