Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides a variety of outreach, promotional, and technical advisory duties on behalf of the Apprenticeship and Training Office. Is main provider of technical assistance to potential or existing registered non-traditional apprenticeship/pre-apprenticeship and other special project program sponsors, with main duties including exploration and assessment of fit for apprenticeship, partnering, and building program structures and ecosystems, assisting with registration processes and preparation for program approval, proper launch and maintenance of programs, conducting provisional and compliance reviews in accordance with policy requirements, as well as continuous assistance in program capacity building, review and assessment.

Chester, Lancaster, Dauphin, Franklin, Perry, Cumberland, York, Juniata, Lebanon, Adams, Wayne, Lackawanna, Pike, Monroe, Carbon, Clinton, Centre, Mifflin, Elk, Clearfield, Potter, Jefferson, McKean, Cameron, Erie, Crawford, Warren, Venango, Forest, Clarion, Mercer, Lawrence, Butler, Armstrong, Indiana, Allegheny, Beaver, Washington, Greene, Westmoreland, Fayette, Cambria, Somerset, Blair, Bedford, Huntingdon, and Fulton counties.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

In a developmental capacity, carries out field work independently, and responds to inquiries from or initiates contacts with current and potential program sponsors and contacts including employers, employer associations, unions, community-based organizations, training providers, secondary and post-secondary education institutions, etc. to build, maintain, or enhance new or existing apprenticeship and pre-apprenticeship programs and ecosystems and conduct provisional and compliance reviews.

Visits work sites to meet with employer, labor representatives, and/or sponsor contacts. Assists sponsors in drafting standards of apprenticeship and submitting the finalized standards and all related appendixes to the Apprenticeship and Training Council for approval; determines underutilization and best methods of recruitment of targeted populations including youth, minorities, women, veterans, and the disabled community. Suggests potential courses of action to management and labor representatives in response to specific issues and concerns. Engages in activity of a promotional and developmental nature for new or existing programs. Provides needed technical program guidance to companies considered potentially interested in an apprenticeship or pre-apprenticeship program or those that have an existing program. Makes recommendations which conform to PA standards of Apprenticeship and regulations and which are aimed at serving the needs of local industries and local conditions. Tracks need, conducts, and documents results of provisional (conducted 1 year from approval) and compliance reviews (once every five years) of registered programs in accordance with policy requirements and internally outlined processes and procedures.

Assists programs to effectively launch, maintain, build capacity, and enhance programming. This includes but is not limited to effective use of the national Registered Apprenticeship Partners Information Data System (RAPIDS) and any other required tracking systems or reporting.

Makes oral presentations to and conducts training as needed for statewide and local audiences, including representatives of industry, labor, and other groups concerned with economic development and expansion of apprenticeship opportunities. Work strategically with workforce and education partners including One-Stop and economic development staff by providing outreach and training regarding Registered Apprenticeship as a workforce strategy and establishing regular meetings with designated local staff to provide information regarding trends in Registered Apprenticeship at the national level and information regarding regionally based apprenticeship sponsors. Services registered apprenticeship and pre-apprenticeship programs within the state that provide a wide diversity of skilled occupations in all sectors. May be required to cross state and regional lines, physically and virtually, when performing assignments.

Will be expected to provide timely follow-up to sponsors and partners and document accordingly as well as track communication with sponsors, employers, and partners in appropriate databases. Provide system maintenance and reports as needed related to specific work and overall apprenticeship/pre-apprenticeship efforts and topics. Will serve on committees and advisory groups to advise and assist on actions affecting apprenticeship training programs, and attending meetings, seminars and conferences that address apprenticeship issues; and keeping program sponsors informed of all federal, state and local laws and regulations pertaining to apprenticeship training.

All staff will be expected to assist in the planning and promotion of events supporting apprenticeship/pre-apprenticeship, and the Apprenticeship and Training Office.

The work includes making direct recommendations which conform to PA and federal standards of Apprenticeship and regulations, and which are aimed at serving the needs of local industries and local conditions.
