Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Reviews health care providers coverage in Mcare’s operating system to identify non-compliance. Communicates with health care providers, brokers, underwriters, or administrators to determine if a Declaration of Compliance, additional coverage, additional assessment, or other coverage details are needed to rectify non-compliance. 2. Distinguishes non-compliance coverage by health care provider name and type from review of Mcare operating system reports. Develops and maintains a list of compliance issues and details of involved parties, plan of resolution, action taken and follow through to final determination. 3. Responds to inquiries received in the Compliance Resource Account and serves as a communications liaison, between Mcare’s coverage staff and health care providers. Supplies guidance on compliance and drafts responses to external questions received. 4. Creates reports to document and provide information necessary to investigate unreported and unpurchased extended reporting endorsements and absent coverage for licensed health care providers. 5. Develops and implements Compliance operating procedures. Analyzes compliance issues, drafts compliance policy for supervisory review, and coordinates implementation of the new policies. 6. Analyzes the Mcare Coverage Unit’s Red Report weekly regarding a medical facility’s coverage status, recommends action and communication with external parties to address non-compliance and provides the information to Mcare management. 7. Reviews and extracts information from Department of State and Department of Health reports and other public sources to confirm health care provider’s licensure information and compares it to Mcare coverage records. 8. Receives, reviews, records, and deposits annual assessment revenue payments in Mcare’s internal operating system and SAP. 9. Serves as the primary account representative with access to Mcare’s Wells Fargo bank account for the purposes of identifying assessment payments submitted by insurers and producers through an electronic funds transfer (EFT). Manage a dedicated resource account to confirm receipt of EFT. 10. Serves as first point of contact with incoming calls and voicemails intended for the Compliance Unit, and routes calls and voicemails as appropriate. 11. Maintain Mcare’s Tracking Assessment Payments program which analyzes revenue reports to determine compliance by comparing historical receipts with current receipts and research material variations. 12. Addresses identified assessment remittance issues with Coverage Unit and correctly allocate assessment receipts in Mcare’s internal operating system. 13. Maintain and reconcile Mcare’s daily investment income analysis to ensure funds are allocated appropriately. When required, calculate interest owed on borrowed funds utilizing Treasury’s rate of return. 14. Prepare and provides selected revenue, operational analysis, and investment income reports to the Office of Comptroller Operations, Office of Budget, Department of Treasury, and other Commonwealth Agency employees. 15. Monitors defense firm contracts to identify and communicate a need for funding adjustments to Mcare management and PID Legal to ensure the availability of funds. 16. Provides coverage information to stakeholders, such as doctors, hospital administrators, and other health care providers. 17. Reviews fiscal reports for completeness, accuracy, and compliance requirements. Recommends changes and revisions. 18. Performs the program office’s purchasing card activities. Oversees the purchase of items and processes the approved expenditure of administrative funds, including supplies, equipment, training, and travel. Ensures invoices are properly coded, approved, and entered in SAP system. 19. Creates and maintains various system-based statistical management reports using Excel, Access, Word, SAP, and Mcare operating system. Responsible for the distribution to key personnel. 20. Performs other duties as assigned. |
