Position Purpose:

The employee in this position serves as the Deputy Director for the PA Developmental Disabilities Council, reporting directly to the Executive Director.

The employee in this position serves as Acting Director in the absence of the Executive Director. Work will involve responsibility for management functions across all sectors of Council’s work, and for the evaluation and improvement of such operations. Work is performed with a high degree of independence.

Description of Duties:

This position is responsible for the supervision of four staff for the Council, including one Welfare Program Exec 1. This supervision involves the coordination, assignment, and evaluation of work activities; requests for leave, travel reimbursement and approval, and recommends employee selection; appraisal and termination consistent with Commonwealth procedures, and the provision of training and technical assistance in all areas.


The employee in this position will:

1. Assist the Executive Director and Council Chairperson in directing the development and implementation of the Council’s five-year state plan.

2. Exercise effective administrative and technical supervision.
3. Develop and install highly complex and large-scale administrative procedures and operations and to evaluate their efficiency and effectiveness.

4. Exercise judgment and discretion in developing, applying, and interpreting departmental policies and procedures.

5. Plan and direct major programs of great diversity and complexity.

6. Supervise the preparation of work statements for requests for proposals to ensure that they are clear and in compliance with federal and state regulations

7. Work with professional staff to resolve programmatic and fiscal problems that arise with projects, which may involve meeting with board presidents, treasurers or other senior officers of those agencies

8. Be responsible for directing the overall complex fiscal operations of the Council; working with three federal years funding, two state fiscal years and various grant contract periods involving in excess of ten million dollars

9. Supervise the development of fiscal and program monitoring systems for all contracts/grants so that invoices and quarterly reports are received in a timely manner in compliance with the contract

10. Oversee the processes for the obligation and liquidation of all federal funds in accordance with federal law.

11. Direct the preparation and approval of all budget requests and re budget and allotment schedules

12. Oversee the approval of all invoices from contractors/sub grantees

13. Review and approve all budget revision requested by grantees/subcontractors

14. Conduct site visits to projects in relation to all aspects of grants management

15. Oversee all processes related to Council publications and website

16. Approve publication of Requests for Proposals in print and electronic formats

17. Proactively intervene and take leadership with standardized Council processes

18. Make public presentations about DDC on behalf of Executive Director

19. Provide consultation to the Council, its committees and work groups for all programmatic and administrative purposes

20. Develop and maintain a productive working relationship with state and federal agencies

21. Participate in National and State groups dealing with policy and programs that effect people with DD.

22. Works with Council’s Communications/Publication grantee to educate and inform the public of Council plans and programs which require public acceptance and cooperation.

23. Approve stipends and reimbursements made to Council members.
