Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Coordinate, manage, and promote outreach programs in furtherance of the Commission’s recruitment, retention, and reactivation (“R3”) strategies and objectives.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

•Responsible for the implementation of the agency’s R3 Strategic Plan.

•Develops, coordinates, and implements beginner programs or events design to provide participants with the knowledge and skills needed to get started hunting. Programs and events include but are not limited to: junior pheasant hunts, learn to hunt workshops, deer processing clinics, and mentored hunts.

•Develops and provides opportunities for former program participants or somewhat experienced hunters or trappers to advance their knowledge and skills. Opportunities include but are not limited to: advanced trapping workshops or 2nd step mentored hunts.

•Develops, coordinates, and implements beginner programs or events designed to provide participants with the knowledge and skills needed to get started trapping.

•Recruits, trains, and maintains a network of volunteers to assist with R3 programs, especially mentored hunts.

•Work with partners and agency staff to develop online self-learning resources to help individuals of all ages to learn to hunt and trap.

•Assists the division chief in building and maintaining strong partnerships with other government agencies or nonprofit organizations.

•Measure the public’s interest in participating in R3 hunting events and training
and enhance programs with the goal of increased participation.

•Analyze and quantify public demand for R3 hunting events and trainings. Make class scheduling recommendations accordingly.

•Effectively organize and maintain program records necessary for documenting R3 activities for purpose of the Pittman-Robertson Act.

•Ensure accurate records are kept regarding the number of R3 events held and number of students that participate.

•Assist in gathering photographs and videos from R3 events to help promote the R3 program and upcoming events.

•Teaching a variety of instructor-level and student-level training classes as may be required.

This individual will be expected to operate independently with guidance from the supervisor before moving forward with new initiatives and programs.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Experience:

Required:
1. PA Child Abuse History Certification from DHS (PA Child Abuse);
2. Pennsylvania State Police Criminal History Record Check (PSP); and
3. DHS Finger-based FBI Criminal History Background Check (DHS FBI).
Employment clearances must be renewed every sixty (60) months.

4. Hunter Education Instructor Certification
5. National Archery in the Schools Instructor Certification
6. NRA Range Safety Officer Certification
Certifications 4-5 must be completed within 12 months of employment.

Essential Functions

 1. Use a PC and other office equipment
 2. Speak to various groups and represent the Game Commission at various programs.
 3. Communicate effectively, both orally and in writing.
 4. Travel overnight both in and outside of Pennsylvania.
 5. Weekend and evening work required.
 6. Develop and provide training.
 7. Lift and carry loads up to 20 pounds including firearms and ammunition.
 8. Use agency vehicle to tow interactive trailers to events across the state.

 10. Work evenings and weekends may be required
