Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The purpose of this position is to direct, plan, coordinate, and administer DCNR’s PA Natural Heritage Program (PNHP)within the PA DCNR Bureau of Forestry. These programs include, but are not limited to, the PNHP partnership and operating plan, PA Conservation Explorer, PNDI reviews, PNHP contracts and outreach and education. This position also leads, coaches, and manages the personnel in the Natural Heritage Section. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Responsible for advancing the PA Natural Heritage Program. Supervises ecological and forest program specialists and contract staff in developing, recommending, implementing, coordinating, monitoring, and evaluating statewide program activities of the Pennsylvania Natural Heritage Program. 2. Conducts evaluations to determine the effectiveness and implementation of PNHP programs; prepares reports outlining findings and recommendations designed to ensure uniformity of action, adherence to established goals, objectives and priorities, and to improve program efficiency and effectiveness. 3. Develops, implements, directs, coordinates, evaluates, and adjusts long-range and short-range statewide program vision, goals, objectives, and priorities. 4. Manage the day-to-day activities of the PA Natural Heritage Program (PNHP). a. Facilitate communications amongst PNHP partners and implementation of the PNHP Operational Plan. b. Manage the PNHP contract with the Western PA Conservancy. Work closely with staff in developing priorities, implementing projects and monitoring program and project statuses and outcomes. c. Identify program connections and opportunities for tangible conservation projects with DCNR programs and external partners to advance conservation goals, and measure outcomes and progress toward those goals. d. Work collaboratively with the Pennsylvania Biological Survey to advance classification and listing of species that are vulnerable, rare, threatened or endangered. 5. Meets with government officials, legislators, press and media, special interest groups, civic groups and associations and the public to present and explain the PA Natural Heritage Program’s goals, objectives, and any necessary program details. 6. Prepares letters, reports, memos, and develops website content to exchange information about the PNHP program to staff, supervisors, stakeholders, elected officials and to the public. 7. May participate in the performance of subordinates work consistent with operational requirements. 8. Works collaboratively with CSER’s Ecological Services Section Chief on shared BOF and PNHP priorities. Maintain and provide an active home or cell telephone number for emergency work.
