Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the general supervision of the IT Manager, this position serves as a Business Analyst 3 responsible for business analysis, business intelligence, reporting, data analysis, and support of highly complex PMRS information technology systems.
The position works with business users and technical staff to identify business and reporting needs, analyze requirements, develop and maintain reporting solutions, troubleshoot system and data issues, and coordinate changes affecting business applications and reporting systems. The position serves as a lead resource for reporting and business intelligence activities and provides guidance to other Business Analysts as appropriate.

Business Analysis and Reporting
• Leads or participates in requirements-gathering sessions with business and technical staff to identify reporting, data, and system needs.
• Analyzes business processes, data requirements, and business rules and translates them into reporting and system requirements.
• Develops, maintains, and enhances dashboards, reports, queries, and other business intelligence solutions using Power BI, Oracle SQL, and other approved reporting technologies.
• Develops and maintains Power BI data models, reports, visualizations, calculations, and data connections.
• Develops, maintains, and optimizes Oracle SQL queries used for reporting, data analysis, and business intelligence.
• Analyzes and validates report and query results to identify data discrepancies and ensure that reporting solutions meet approved business requirements.
• Establishes and maintains connections between reporting solutions and Oracle databases and other approved data sources.
• Troubleshoots reporting, data, connectivity, refresh, and system issues and coordinates resolution with appropriate technical resources.
• Evaluates existing reports and reporting processes and recommends changes to improve functionality, accuracy, usability, and efficiency.
• Supports Crystal Reports and other reporting technologies as required.

System Support and Change Coordination
• Serves as a business analysis and reporting resource for highly complex PMRS systems and related applications.
• Analyzes the impact of proposed application, database, interface, and system changes on reporting and business processes.
• Prepares or reviews functional requirements and other documentation for system changes and enhancements.
• Develops test scenarios and scripts and conducts or coordinates testing with business and technical users.
• Troubleshoots system, data, process, and reporting problems and serves as a point of contact for resolution of program-related issues.
• Coordinates with database administrators, developers, vendors, infrastructure staff, and other technical resources to resolve issues and implement system changes.
• Supports system integrations and interfaces that provide data to reporting and business intelligence solutions.
• Participates in system implementations, upgrades, enhancements, and other projects affecting PMRS business systems.

Data Management and Governance
• Leads and guides other Business Analysts in data management, reporting development, query development, and related business analysis activities.
• Promotes consistent practices for data definitions, reporting, validation, documentation, and data management across assigned systems.
• Maintains documentation of business requirements, business rules, data sources, queries, reports, system dependencies, and reporting processes.
• Reviews reporting and data practices and recommends standards or improvements to promote consistency and reliability.
• Provides guidance and knowledge transfer to Business Analysts and business users regarding reporting solutions and system functionality.

Project and User Support
• Participates in projects involving business processes, reporting, data, applications, and system enhancements.
• Coordinates assigned activities, priorities, schedules, testing, and implementation tasks as appropriate.
• Provides user support and training related to reports, dashboards, applications, and system changes.
• Communicates business, data, and system issues to business and technical stakeholders and coordinates appropriate follow-up.
• Supports PMRS disaster recovery and continuity of operations activities as assigned.
• Performs related work as required.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. The position independently performs assigned business analysis, reporting, data analysis, troubleshooting, and system support activities. The position determines appropriate approaches for assigned reporting and business analysis work, analyzes problems and recommends solutions, and coordinates activities with business and technical staff. Issues involving significant system, security, infrastructure, or organizational impacts are referred to management or appropriate technical resources.

Work Environment
Work is performed in an office and remote-work environment using standard information technology equipment and applications. The position regularly interacts with business users, IT staff, vendors, and other technical resources. Occasional work outside normal business hours may be required to support system implementations, testing, maintenance, or urgent operational needs.

Physical Demands
The position primarily performs computer-based analytical, reporting, and business analysis work. Duties may require extended periods of sitting, standing, computer use, and participation in meetings. Occasional movement or handling of office or computer equipment may be required.

The Business Analyst 3 serves as a lead business analysis and business intelligence resource for PMRS. The position's primary responsibilities include developing and maintaining reporting solutions, analyzing business and data requirements, supporting highly complex IT systems, troubleshooting system and data issues, and coordinating system changes.
The position also provides leadership and guidance to other Business Analysts and promotes consistent data management, reporting, documentation, and governance practices across assigned systems.
