Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for aiding and assisting with the drafting of game notices, Lottery regulations and legislation. This position also aids and assists with the development of Lottery policies and procedures under the direction of a manager. This position also serves as a liaison between the Marketing, Retail Operations, Security and Administration Sections within the Lottery and participates in Lottery RFPs and other procurements as a subject matter expert.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists drafting instant, terminal-based and Fast Play Lottery game notices, as well as iLottery game descriptions, to ensure each conforms to the production contract, relevant statutes and regulations, and established marketing objectives. Works closely with the Director of Contract Compliance, Policy & Regulation, the Lottery’s Product Group, and the Department’s Office of Chief Counsel to establish game notices and game descriptions.

Assists the Director of Contract Compliance, Policy & Regulation in analyzing and recommending changes or modifications to planned instant, terminal-based and iLottery games based on a review of relevant statutes and regulations.

Routinely reviews existing instant and terminal-based game notices, as well as iLottery game descriptions to ensure their continued accuracy in light of changes in legislation and regulations.

Assists the Director of Contract Compliance, Policy & Regulation and the Product Delivery Division with the measurement and enforcement of contract provisions. Oversees daily contract compliance oversight activities developed by the Director of Contract Compliance, Policy & Regulation, and prepares reports and recommendations for contract compliance initiatives.

Assists the Director of Contract Compliance, Policy & Regulation in reviewing, drafting and updating policies and procedures. Takes detailed notes of Policy Committee meetings and records the minutes of such meetings.

Assists the Director of Contract Compliance, Policy & Regulation in the drafting and formulation of RFPs and serves as a subject matter expert on RFP committees.

Assists in reviewing and writing sections of detailed regulations for instant, terminal-based and iLottery games and works with the Director of Contract Compliance, Policy & Regulation, the Office of Chief Counsel, Deputy Executive Directors and Division Chiefs on developing and drafting the regulations.

Attends hearings for, and assists answering questions from, the Independent Regulatory Review Commission.

Assists in drafting agreements with the Lottery vendors for the license of intellectual property. Reviews such agreements for form, accuracy and grammar.

Assists the Director of Contract Compliance, Policy & Regulation with drafting second-chance, giveaway, retailer and promotional guidelines, rules and public notices.

Assists the Director of Contract Compliance, Policy & Regulation with the formulation of the Bureau’s responses to requests made according to the Commonwealth’s Right to Know Law. Works with Bureau staff members to ensure the accuracy and responsiveness of Right to Know Law requests and reports any problems or discrepancies to the Director of Contract Compliance, Policy & Regulation.

Creates and updates documents to track the progress and status of Right to Know Law requests to ensure that responses are provided timely.

Prepares reports regarding the impact of proposed gaming and lottery legislation for the Director of Contract Compliance, Policy & Regulation.

Performs general staff duties, assigned special projects and related work as required.

Works independently under the general guidance and direction of the Lottery’s Director of Contract Compliance, Policy & Regulation, and in compliance within the framework of all applicable laws, regulations and policies established by the Commonwealth.

Determines whether game notices, game descriptions, and related documents comply with statutes, regulations, production contracts, and internal objectives, and identifies needed updates or corrections based on legislative or regulatory changes.

Recommends changes to notices for planned instant, terminal based, and iLottery games after reviewing statutory and regulatory requirements and collaborating with internal stakeholders.

Determines the status, accuracy, and responsiveness of policies, procedures, and Right to Know Law requests, and identifies issues requiring supervisory review or corrective action.

Recommends policy, procedure, regulatory, or agreement related revisions based on analysis of drafts, meeting notes, and coordination with legal counsel and division leadership.

Determines the potential operational or regulatory impact of proposed gaming and lottery legislation and recommends findings to the Director for decision making.
