Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assists the Environmental Group Manager in the implementation of duties of the Program Support Section. Work involves the implementation, evaluation, and promotion of the Oil and Gas Program’s orphan and marginal conventional well grant programs including outreach efforts to stakeholders and recommends final grant approval to the Environmental Group Manager. Stakeholders are inclusive of media, members of the general public, volunteer groups/citizen scientists, contractors, industry, government agencies, and academia. Assists with the creation and regular updating of guidance documents, fact sheets, and other material pertaining to the Bureau of Oil and Gas Planning and Program Management.

Description of Duties:

Coordinates the review, planning and logistics of the orphan well plugging, marginal conventional well plugging, and workforce transformation grant programs pursuant to the Administrative and Legal Requirements issued under the Infrastructure Investment and Jobs Act – plugging and remediating orphan wells, the Inflation Reduction Act – Mitigating Emissions from Marginal Conventional Wells, Act 136 of 2022 (Act of November 3, 2022 (P.L. 87, No. 136) (58 Pa.C.S. §§2811-2826) establishing the Orphan Oil and Gas Well Plugging Grant Program, and Executive Order 2023-17 establishing the Commonwealth Workforce Transformation Program.

Reviews grant applications and prioritizes eligible wells based on the program’s prioritization plan. Review of applications includes:

•if known or suspected environmental restoration is required and type (soil, water, groundwater)
•Analysis of existing methane emission measurements, an estimate of emissions, or indication of the presence and absence of methane emissions at the wellhead.

Coordinates methane monitoring of eligible wells including screening, pre-plugging, and post-plugging verification.

Develops program publications, such as fact sheets and success stories, to promote the Oil and Gas Program.

Reviews and evaluates agency programs or projects to determine their impact and the extent to which the goals and objectives are being met.

Develops program regulations, policies, guidance, and standard operating procedures pertaining to orphan and marginal conventional well grant programs, and assesses the impact on businesses, communities, and local governments.

Interprets statutes to determine allowable project activities within the Oil and Gas Program.

Recommends changes to Oil and Gas Program rules, regulations, policies, and procedures.

Develops training material for technical staff that will be used for outreach to internal and external stakeholders. This includes development of on-demand training modules, webinars, and in-person classroom training.

Prepares newsletters, email blasts, and other methods of outreach to external stakeholders.

Plans guided tours of orphan and abandoned well sites that highlight the successful implementation of the Oil and Gas Program.

Periodically conducts inspections of orphan and abandoned wells, in coordination with district staff, and makes well status recommendations.

Periodically conducts investigations to find undocumented oil and gas wells, in coordination with district staff, and assists with incorporation of data into DEP’s inventory of wells.

Maintains and updates the content of the Oil and Gas website.

Prepares data collection tools and gathers information through interviews, surveys, research, agency contacts, or system queries.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Overall performance is summarized through the yearly employee performance review.
