Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Executive Budget Specialist 1 works as part of a team to develop the Governor’s executive budget proposal and to help implement the enacted budget, in close collaboration with commonwealth agency partners. The position contributes to the success of the Office of the Budget’s mission to develop, coordinate, and monitor the execution of a balanced financial plan for the commonwealth consistent with the Governor’s priorities. The Executive Budget Specialist 1 in the Education and Economic Development Division is responsible for assisting with one or more of the agencies within the Division. The expected agencies for this position include: the Pennsylvania Higher Education Assistance Agency, the State Civil Service Commission, the Ethics Commission, Treasury, Auditor General, and the Department of Banking and Securities. Based upon operational needs, the Division Manager or Director of Budget Analysis may reorganize assignments. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This is foundational level budget analysis, fiscal policy, and legislative review work within the Office of the Budget. Budget Analysis – Reviews, analyzes, and recommends changes for agency budgets and programs. Conducts analysis of expenditures and revenue sources in collaboration with the division manager. The Executive Budget Specialist 1 provides direction to agencies for program implementation and reporting; examines budget estimates for completeness, accuracy and conformance with procedures, regulations and policies; creatively supports agency executives and fiscal officers to solve budgetary problems in collaboration with the division manager; examines, reviews and makes recommendations on requests for budget revisions; explains to agencies why budget revisions are being altered or denied; provides advice and assistance to agency officials in the preparation of departmental budgets, including the interpretation of budget policies; prepares and assembles fiscal and statistical data, charts, graphs and reports for use in budgetary evaluations and budget hearings; and attends other meetings with government officials to communicate fiscal policy and budget analysis information. Specific duties and responsibilities – prepares analysis of agency budget submissions to develop funding recommendations for inclusion in the Governor’s Executive Budget and the enacted budget that efficiently and adequately support agency program requirements; prepares recommendations and makes decisions regarding allocation amendments, waivers to lapsing/encumbrance provisions, Complement Authorization Requests, correspondence, etc.; works with the Office of Comptroller Operations as required to ensure that funds are accounted for in accordance with current laws, regulations and policies; prepares staff recommendations during the annual rebudget process consistent with the Administration’s and Office of the Budget policy, complement, budget, and accounting requirements. Fiscal Policy Analysis – Conducts fiscal policy analysis under guidance of the division manager. The Executive Budget Specialist 1 conducts research on fiscal policy issues as requested by the bureau director, division manager or other members of senior staff within the office, makes recommendations on such issues, reviews state programs; meets with local, state and federal officials to gather information and identify program and policy conflicts in governmental services; and makes recommendations for resolution. Specific duties and responsibilities: Analyzes program revision requests to develop funding recommendations for inclusion in the Governor’s Executive Budget and enacted budget; develops and recommends methods to monitor, coordinate, and report on the progress of new program implementation or program changes; and conducts studies of critical, and/or emerging program or policy areas using various research methods. Legislative Analysis: Conducts legislative analysis under guidance of the division manager. Reviews major state statues and regulations governing agencies and programs, and to understand and evaluate the impact of pending legislation and regulations. Specific duties and responsibilities - works with the Office of Legislative Affairs and Communications in the Office of the Budget to develop legislation required to implement budget and policy recommendations; provides fiscal analysis and recommendations to legislative contacts in the Governor’s Office; provides assistance on development of fiscal notes for proposed legislation and regulations detailing their anticipated costs. Performance Improvement – Responsible to be familiar with agency performance plans and performance measures and to ensure that agency budgets and performance plans conform with one another. The Executive Budget Specialist 1 reviews agency performance plans in conjunction with the Bureau of Performance, Revenue and Program Analysis to ensure that strategic goals and targets conform with the Administration’s goals and are supported by the agency budget and rebudget requests; notifies the Division Manager when a potential conflict arises; and ensures alignment between fiscal recommendations and performance measures. Specific duties and responsibilities – reviews agency performance plans; understands agency performance measures; and confers with the Division Manager on variance in performance measures from expected trends. Communication – Responsible for fostering strong communication and working relationships and to assist in the development of communication material. The Executive Budget Specialist 1 communicates regularly with the Division Manager and office directors on budgetary issues that arise, either verbally, via email, or in written communication. The Executive Budget Specialist 1 communicates effectively with external agency partners, participates in projects which cross teams and agency assignments and helps communicate fiscal policy and budget recommendations through various media, including public presentations and electronic documents; fosters strong working relationships; and communicates effectively verbally and in writing. Specific duties and responsibilities – communicates effectively and regularly with the division manager, office directors, and agency staff; professionally represents the interests of the Administration and the Office of the Budget; and plays a key role in preparing and editing the Governor’s Executive Budget document, Budget in Brief, correspondence, etc. Performs other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Work projects are assigned by the Division Manager. The Executive Budget Specialist 1 may independently identify issues to be addressed. Work is performed with some supervision and with latitude to organize tasks, choose analytical methods, schedule meetings, discuss proposals, and develop recommendations. Work progress, analytical methods, quality of work and proposed recommendations are reviewed by the Division Manager who is responsible and accountable for work results. Project direction and supervision is accomplished through conferences and meetings and review of written reports. |
