Projects include, but are not limited to, surface mine reclamation, mine fire control, mine subsidence control, closure of mine openings, waterline extension/water supply replacement, and abandoned mine drainage (AMD) remediation including active and passive AMD treatment facilities, evaluation, operation, monitoring, maintenance, and/or rehabilitation of existing passive and active AMD treatment systems. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work will involve independently preparing complex abandoned mine reclamation designs and managing large projects from planning through construction. Work involves independently preparing, reviewing, and evaluating plans, specifications, cost estimates, and permit applications. Reclamation designs shall be based upon accepted engineering standards of practice and applicable regulations. Work is reviewed upon completion by a supervising licensed professional engineer for technical adequacy, completeness, overall quality, and attainment of objectives in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law. Review project development reports and correspondence files and meet with development staff to fully ascertain the requirements of the project; visit the project site to visualize the project in its natural setting and determine whether special problems exist; recommend what additional data may be needed for a complete and efficient design. Review aerial mapping, digital drawings, survey information, etc. received from contracted mapping companies related to the project. Utilize computer aided drafting and design programs (and digital drawings) to compute earthwork volumes, prepare drawings, cross sections, profiles, details, etc., or coordinate with the Drafter Supervisor and Drafter Designers to compute earthwork volumes, prepare drawings, cross-sections, profiles, details, etc. Assists and confers, as needed, with obtaining property ownership information, deeds, appraisals and right-of-entry agreements (easements) by the real estate staff for projects assigned for design. Work includes requesting services, preparation or review of plans, job descriptions, and other information as required. Maintains contact with property owners at project sites assigned for design to ensure the landowners are informed of the proposed work to be completed on their property and, to the extent possible, are in agreement with the designer as to the work to be performed. Work includes reviewing Property Owner Contact Forms completed by the project developer, re-verifying property owner reclamation interest at the initiation of design activities, explaining necessary work items including any required mitigation work or specialized design features such as wildlife habitat enhancements, and assisting whenever necessary to address landowner concerns during the obtaining of easements by the real estate staff. Performs or coordinates the PA One Call request with support staff. Meet with utility companies to determine what utilities must be relocated or adjusted. Reviews project design for applicability of any federal, state or local codes, regulations, executive orders, laws or other requirements and coordinates with all appropriate agencies to gain approval for the proposed project design. Work includes the preparation of permit applications such as NPDES permits, encroachment permits, highway occupancy permits and other permits which may be required to construct the project as designed. Preparation of permit applications includes but is not limited to, plans, narratives, and other required supplemental data. Coordinate project with regulatory agency entities such as the Office of Surface Mining Reclamation and Enforcement, the Department’s Bureau of Mine Safety, Dam Safety, Waterways Management, and Waste Management, the Fish and Boat Commission, Game Commission, US Army Corps of Engineers, Environmental Protection Agency, US Fish and Wildlife Serve, Historical and Museum Commission, Department of Transportation and other stakeholders. Serves as the Project Manager for assigned reclamation projects that require Professional Design Services (i.e. outside consultant). Provides consultant project coordination, reviews drawings and specifications prepared by consulting firms, and conducts construction site inspections. Participate in the construction of projects through the attendance of meetings and job conferences to ensure that the design intent is carried out and to assist in solving problems that arise during construction. Travel overnight as necessary and attend job-related meetings, training, seminars, conferences, etc. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Recommends project prioritization. Recommends conceptual reclamation or abandoned mine drainage treatment alternatives and methodologies. Establishes a given project's design priorities, tasks, and develops a schedule to be approved by the supervisor and Division Chief. Independently coordinate with property owners and real estate staff. Independently solve project-related problems/issues that arise during permitting, design, and construction. Recommend to the Project Manager whether to award projects/contracts to bidders based on their bid proposals. |
