Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the Consultant Liaison for the Bureau of Abandoned Mine Reclamation’s Professional Design Services consultants by providing engineering oversight and guidance on consultant designed abandoned mine land reclamation projects.

















Description of Duties:

As an Environmental Engineering Trainee, the successful candidate will participate in a one-year formal on-the-job training program to learn the duties of an Environmental Engineering Specialist.

As a Consultant Liaison, work in a team atmosphere to gain experience and knowledge in:

Preparing project scopes of work, solicitations and agreements for projects to be designed by Professional Design Services consultants and prepares estimates for the hours required to perform engineering tasks.

Reviewing proposals and determines which consultant is most qualified to perform the work and meet the scope and evaluation requirements described in the solicitated scope of work.

Meeting with consultants to discuss the project(s), resolve problems, answer questions, etc. Reviewing and commenting on consultants’ proposed estimates for engineering tasks. Reviewing and commenting on consultants' technical approach to the scope of work and reviewing invoices to approve/deny payment.

Using engineering principles to reviews design submissions from consultants to current standards and format.

Processing work orders and agreements in a timely fashion.

Providing consultants with any information to assist the consultant in providing a quality design.

Reviewing complete engineering designs for conformance with engineering standards, scope of work, and Department requirements.

As a Project Designer, work in a team atmosphere to gain experience and knowledge in:

Completing design calculations and computations using accepted engineering practices; determining project quantities and required items; developing a detailed project cost estimate; developing and preparing technical specifications required to construct the project; developing and preparing construction plan drawings; determining all bid items; and developing and preparing contract bid documents.

Utilizing computer-based engineering and other applicable software applications to aid in the design process. Software utilized may include AutoCAD, Carlson, SEDCAD, Microsoft Office applications, etc.

Planning, organizing, and coordinating with the other Bureau work units or staff to obtain items required for a successful project design. Other work units include but are not limited to development, drafting and real estate.

Informing property owners of the proposed work to be completed and confirms, to the extent possible, the property owner’s agreement with the work to be performed. This work includes reviewing Property Owner Contact forms (POCFs) completed by project developers, updating contact at the initiation of design activities, explaining necessary work items including any required mitigation work, or specialized design features, such as wildlife habitat enhancements. Assisting real estate staff whenever necessary to address landowner concerns during the obtaining of easements.

Planning, organizing and coordinating the aerial photography and mapping (or ground surveying and mapping) of project sites assigned for design. Work includes the requesting of mapping services, review of work performed by consultants, and review of interim and final product invoices for purpose of payment.

Reviewing project design for applicability of any federal, state or local codes, regulations, executive orders, laws or other requirements and coordinate with all appropriate agencies to gain approval for the proposed project design. Work includes the preparation of permit applications such as NPDES permits, encroachment permits, highway occupancy permits and other permits which may be required to construct the project as designed.

Updating and revising administrative information monthly within e-FACTS as required. Prepares other correspondence as required to provide information about projects to federal officials, other state officials, local officials, or private citizens or groups. Represents the Department at public meetings concerning assigned design projects.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
