Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

To operate a variety of heavy construction and maintenance equipment in conjunction with a wide range of projects under the responsibility of the Bituminous District.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Operates motorized vehicles not to exceed limits as prescribed in specifications for an Equipment Operator A in order to haul equipment, fuel, stone, slag, earth or other material and supervises loading and unloading operations. This would include but not be limited to pickups and small dump trucks.

Tows trailers not in excess of 10,000 lbs. loaded with various construction equipment on congested roads. Operates a truck/trailer combination on secondary roads and streets throughout western Pennsylvania with some of the work located in and around the City of Pittsburgh.

Positions backhoe, excavator, dozer or skid steer on trailer and properly secures under the supervision of someone with a Class A CDL.

Operates dozers, front end loaders, backhoes, excavators, skid steers, dump trucks, with or without tag-a-long trailers, and pickup trucks to construct small, abandoned mine reclamation projects.

Operates equipment in close proximity to homes and buildings in residential areas to install mine drainage systems and fill mine cave holes.

Operates the aforementioned equipment to assist the Bureau of Forestry and Bureau of State Parks on construction and maintenance projects.

Assists in the maintenance of all the construction equipment assigned to the Bureau of Abandoned Mine Reclamation, Cambria District Office, and performs minor repairs to this equipment.

Maintains daily reports of equipment used and records hours of operation for equipment.

Maintains record of equipment, supplies, and materials which arrive and leave the garage storage facility.

Uses tools for carpentry, masonry, as well as plumbing in building forms, laying block, pipe and constructing weirs, and the use of acetylene torches and welder for repairs to equipment.

Performs various types of manual work, when required, to accomplish an assignment and when not operating equipment.

Performs minor remedial work on completed projects (OSM, BF and BD).

Performs emergency neutralization of mine water resulting from a mine blowout.

Operates equipment to clean blocked pipes caused by a buildup of yellow boy and other foreign matter.

Obtains repair estimates for damaged vehicles.

Transports vehicles to and from Harrisburg for the Bureau of Abandoned Mine Reclamation, Cambria District Office.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Makes minor adjustments to BD construction projects and handles minor requests from local property owners. Major requests and adjustments to projects must be cleared through their supervisor.

Essential Functions
