Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Inspect abandoned mine land reclamation project work including construction and materials on reclamation projects and assist supervisors and project engineers in a wide range of projects under the responsibility of the Bureau of Abandoned Mine Reclamation, Wilkes Barre District Office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews contract plans and specifications for assigned projects with respect to actual field conditions prior to construction to try to insure that any differences between actual and design conditions might be addressed before actual construction begins, when possible.

Inspects the backfilling, grading and seeding of strip mined lands, using a survey level, transit, total station, or GPS to check grades and compute the quantity of material backfilled each month. Inspect the materials and installation of storm-water ditches. Inspect seeding operations for proper types and amounts of lime, fertilizer, seed and mulch.

Inspects the backfilling and capping of abandoned mine shafts and openings. Maintains daily accomplishment records listing the work performed, equipment used, and quantity of contract items completed for payment.

Inspects the construction of stream channel reconstruction projects, including the installation of fluvial geomorphology-designed control devices, concrete channels and drainage structures.

Inspects the construction of wetlands, ponds, piping and storm water structures'

Inspects the construction of passive treatment systems used to improve the water quality of mine drainage discharge, including the use of a survey level, transit, total station, or GPS to check elevations.

Inspect materials installed for conformance to specifications, maintains records documenting the work performed and quantity of contract items for payment.

Inspects the demolition of abandoned mine land structures and reclamation of the building site.

Inspects surface and subsurface mine fire projects, maintaining a record of the equipment used, the hours worked and the amount of material excavated. Records temperatures from monitoring boreholes. Checks and records surface temperatures of stockpiled materials to insure that temperatures are below combustion levels.

Inspects the drilling of boreholes on mine subsidence control and subsurface investigation projects. Maintains logs for each borehole, recording elevation depth, strata, and amount of casing pipe in each borehole. Inspects the sealing and capping of completed boreholes and insures that the work area has been restored in accordance with the project specification. Assists the survey corps or project engineer with relocation of boreholes due to conflict with utility lines.

Monitors boreholes on subsidence control projects to determine the direction, location and depth of material injected into the boreholes. Inspects and assists in the testing of the material being used to backfill the abandoned mine openings for size and analysis to insure proper size gradation and quality and inspects the belt scale, slurry/mixing pump and truckloads of material used on the project.

Inspects the installation and maintenance of erosion and sedimentation control devices for conformance with approved plans and permits. Responsible for corrective action, enforcement and issuance of Notice of Violations (NOV’s) to effect compliance with the permit conditions.

Prepares the monthly project cost estimated for payment on assigned projects and attends meetings with the contractor's representative to discuss methods and procedures to be utilized on the project. Works closely with the Project Engineer or Supervisor and the contractor's representative to insure that the contractor's interpretation of the contract specifications and requirements are in conformance with those of the Department, and with elevations, grades, slopes and placement of materials as specified in the documents.

Checks payrolls submitted by the Contractor and conducts prevailing minimum wage rate interviews with the Contractor's employees to ensure compliance with the specified wage rates.

Prepares and maintains daily accomplishment reports to document work performed by contractors, including equipment, labor, and materials used on the project.

Takes measurements and assembles documents to prepare "as built" plans for the projects.

Makes preliminary site inspections and participates in warranty inspection of the projects.

Maintains records necessary to prepare an End of Job Report at the completion of a project, suggesting any changes in contract specifications, materials or methodology to improve future contracts.

Assists in inspection of abandoned mine features to determine potential hazards for future reclamation projects.

Assists in the review of proposed AML reclamation projects.

Assists in the video inspection and recording of the conditions existing within abandoned shafts and underground openings with the use of a remote video camera.

Performs maintenance inspection of completed projects to determine areas which need corrective maintenance work.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

The inspector independently rejects or accepts materials and workmanship such as: stone, concrete, lime, seed, fertilizer, PVC liner, gabion baskets, steel reinforcement bars, etc., including the placement or installation of the materials.

Makes minor field adjustments to fit existing field conditions such as meeting grade, lengthening or shortening a ditch.

Approves minor grade changes.

Determines if a contractor is in compliance with Prevailing Minimum Wage Rates and safety requirements.

The inspector cannot change the contract or the specifications. New contract items cannot be added to the contract and existing contract items cannot be significantly increased. Decisions regarding these types of changes must be made by the supervisor or project engineer.
