Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Oversees the bituminous region’s grant projects by reviewing and tracking grant applications; coordinating and tracking work assignments with the Bureau of Abandoned Mine Reclamation (BAMR) technical staff; tracking and reporting on grant funding; and coordinating abandoned mine land (AML) and abandoned mine drainage (AMD) work with other grant programs. Coordinates Review of Grant Applications Communicates with BAMR’s Central Office administrative support staff and the Grant Program Manager to ensure the timely processing of Abandoned Mine Land and Abandoned Mine Drainage (AML/AMD) Grant Program applications. Discusses potential grant mining projects and proposed scopes of work with applicants prior to application. Suggests project improvements. Assigns the technical review of grant applications in the bituminous coal region to Grant Managers and provides guidance on scoring. Conducts site visits and attends meetings related to potential projects, as needed. Independently makes eligibility determinations on submitted grant applications and advises technical staff on scoring applications and making eligibility determinations. Recommends grants to be awarded and ensures unselected applicants are notified. Coordinates and Tracks Grant Project Work Ensures all grant reporting requirements are met. Monitors grant projects for timely reporting submissions; ensures adherence to federal and state reporting policies and laws; reports discrepancies to the Grant Program Manager and affected Grant Manager; supplies reporting documents for single audit purposes. Prepares reports with data specific to the AML/AMD Grant Program and its projects. Uses data in eFacts, eAMLIS, project reports, or other department or federal reporting tools to create reports for Bureau staff, other department staff, the federal Office of Surface Mine Reclamation and Enforcement (OSMRE), etc. Serves as the point of contact on all issues related to the AML/AMD Grant Program in the bituminous coal region. Assists in training staff on the details, processes, and procedures associated with the AML/AMD Grant Program. Provides expert testimony, if required, at legal proceedings. Tracks and Reports on Grant Funding Reviews and approves applications for reimbursement from grantees (subrecipients) as reviewed and submitted by Grant Managers. With direction from the Grant Program Manager, evaluates and analyzes grant program funding. Ensures the funds are used effectively and appropriately. Coordinates AML/AMD Project Work with Other Programs Coordinates project work with other DEP programs and state and federal agencies to maximize environmental improvements and benefits to the Commonwealth. In particular, partners with the federal Watershed Cooperative Agreement Program (an OSMRE program supporting local watershed restoration efforts) and the statewide Growing Greener efforts (funds that preserve farmland; protect open space; maintain trails and parks; clean up abandoned mines; restore watersheds; and provide new and upgraded water and sewer systems). Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Attend all meetings and trainings, including web-based training, as required and timely. This position description in no way states or implies that these are the only duties to be performed.
