Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position reports to the Contracts, Procurement and Bonding Section Chief and is responsible for the management of a wide variety of functions including the procurement of services, supplies and equipment. An extensive knowledge and understanding of the Commonwealth Procurement Act as well as procurement policies, procedures and SAP/SRM/Jaggaer are necessary in order to meet the Department’s purchasing requirements. Reviews purchase requests from central office and field offices to ensure all purchases are made in accordance with current Commonwealth law, Management Directives, IT Bulletins, Administrative Circulars, Executive Orders and Department policy. Provides guidance to both central office and field office staff concerning methods of procurement. Develops bid specifications and Request for Proposals that, due to the nature of the Department, are often very technical and complex. Assist programs and field office with the administration and management of contracts and Purchase Orders. Plans and supervises the large-scale purchases of a wide variety of both specialized and standard supplies and equipment. As a Department expert of DGS state-wide supply/equipment contracts, advises and approves supply and equipment purchases in accordance with these contracts. Serves as the Department liaison on all purchasing related matters with the Department’s legal counsel, Comptroller’s Office and the Department of General Services and troubleshoots any problems with these offices as they arise. Works closely with the Bureau of Fiscal Management to ensure funding is available and that coding is correct. Coordinates year-ending closing with the Bureau of Fiscal Management by disencumbering funds from contracts and Purchase Orders and advising field offices and central office staff concerning this process at the end of each fiscal year. Must have a strong knowledge of Commonwealth and Department policies related to purchasing, travel, catering, employee reimbursements in order to advice Department personnel. Conducts card audits with the Division Chief as needed. Ensures that invoices are reconciled and payments are made in accordance with current policies and procedures. Monitors the reassignment of funds, understands SAP coding, and understands the budget and year-end closing. Responsible for coordinating and providing procurement policy and SAP/SRM/Jaggaer training to department staff. Serves as the Department’s representative on Commonwealth-wide purchasing related committees as well as at procurement functions. Responsible for providing analysis and review of statistical information related to Departmental purchasing and make recommendations that will improve the Department’s procurement processes and/or will result in cost savings to the Department. Primary program areas are the Office of Water Management; Office of Active and Abandoned Mine Operations; Office of Chief Counsel; and Office of Field Operations. Assists the Division Chief with any special projects and performs other related duties as assigned. Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
