Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for implementing programs pertaining to electric grid security and energy resilience. This includes managing the USDOE funded Preventing Outages and Enhancing the Resilience of the Electric Grid grant program. The position provides technical support to DEP’s emergency response on behalf of EPO during emergency activities involving energy supply disruptions. The position also is responsible for providing education and outreach to both internal and external partners to promote EPO’ s grant programs and to educate Pennsylvanians on the benefits of deploying available technologies to increase the resiliency, reliability an security of all types of energy systems utilized in Pennsylvania |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Specific duties include: Manage grantees and complete reporting requirements for federal grant programs such as the Preventing Outages and Enhancing the Resilience of the Electric Grid program and related competitive grant programs as they may be available. Develop objectives and metrics to be used to monitor the projects, collect reports, compile results, and periodically report results to management and USDOE. This will include preparing monthly, quarterly, annual, and project specific reports documenting progress, completed milestones, and performance metrics for projects and programs. Coordinate the grant application process as well as review and select subgrantees for award and execution of grant contracts. Develop knowledge on energy security topics and serve as a backup to the main energy security position. This position will require monitoring energy security accounts after working hours and during emergencies. This monitoring may involve coordination with other state agencies, private stakeholders and completing tasks such as but not limited to writing reports, checking emails, hosting and attending meetings. Develop, implement, and evaluate clean and alternative energy or climate programs and projects. Lead public outreach meeting and hearing while incorporating public input into state level resiliency plans. Develop knowledge of and serve as a subject matter expert in the areas of deployment of microgrids and other technologies that provide back-up power to critical facilities. Develop knowledge of and serve as a resource for communities and other constituents on the provision of tools and support for modeling and analysis efforts that can assist in the determination of solutions that would improve all-hazards resilience. Works with internal and external partners to identify and develop potential projects for additional federal funding. Possess the ability to use analysis tools to identify the highest-priority opportunities for improving resilience in the near-term, formulating strategies for determining types and amounts of investments needed over the long-term, and develop metrics as well as perform measurements to identify the progress and performance of program investments. Develop and implement a grant program that may include the hardening of grid assets, deployment of more capabilities such as the real-time control and coordination of system assets, including inverter based resources (DERS) and microgrids. Develop criteria, methods, and intended outcomes benefiting the public that will be used to award grants to eligible entities, and coordinate public notice and public hearings on the criteria and methods proposed. Works with EPO staff, other DEP staff, other state agencies, and public and private organizations to promote grid resilience measures through policy development, training sessions, public speaking engagements, written articles and research energy resilience issues as they pertain to Pennsylvania. This position’s responsibility includes identifying problems, researching complex interrelated issues, conferring with specialists in the area, compiling and analyzing data and preparing reports of findings and recommendations for consideration by EPO staff and the Director of EPO. Attends electric grid resilience trainings, conferences, and workshops, and develops and participates in grid resilience meetings to be prepared to assist DEP management and partners take advantage of opportunities to improve climate resilience. Reports on projects’ performance in providing resilience, environmental and energy benefits. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
