The Chief, Division of Aquatic Restoration, provides leadership, coordination, technical guidance, and resources to advance a statewide program to restore, recover, and propagate diadromous fishes, freshwater mussels, non-game fish, amphibians, reptiles, and other aquatic organisms, with focus on threatened and endangered species and Species of Greatest Conservation Need within these taxonomic groups. This position requires broad technical knowledge in the ecology, management, and restoration of diadromous fishes, freshwater mussels, non-game fishes, amphibians, reptiles, and other aquatic organisms. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for providing leadership and direction for a statewide aquatic species restoration program. Coordinates with other Bureau of Fisheries’ divisions and the Bureau of Hatcheries to implement population restoration efforts of Pennsylvania Fish and Boat Commission (Commission) trust species via species propagation and augmentations/reintroductions, diadromous fish and nongame taxa surveys, species habitat restoration projects, and provision of aquatic organism passage. Works closely with Division of Environmental Services (DES) staff to proactively address the scope and opportunities for the protection and recovery of jurisdictional trust species and their habitats detailed in the State Wildlife Action Plan. Responsible for overseeing and coordinating recovery projects through the Union City and Huntsdale species recovery units. This involves collaborating with other Bureau of Fisheries’ divisions to implement Species Action Plans, including species population recovery (augmentation and reintroduction) via species propagation, and assisting recovery efforts for species under Commission jurisdiction. Recovery projects will be prioritized by the Species of Greatest Conservation Need (SGCN) list consistent with the Pennsylvania Wildlife Action Plan. Leads in the coordination, direction, development, implementation, and evaluation of management plans and programs for all propagation, restoration, and recovery efforts, including diadromous fish and nongame population assessments, habitat assessment, technical reporting, augmentations/reintroductions of propagated species, and aquatic organism passage. Develops and monitors progress of annual operational plans for the division, develops and submits an annual budget request, provides budget projections for major expenditure items, seeks external funding for projects and positions, and provides oversight and reporting for the external funding. This involves direct supervision of lower-level fisheries biologists, including development of performance expectations and oversight of schedules, activities, and budgets to assure operational objectives are achieved while maintaining expenditures within the budget. Works closely with Division of Habitat Management staff to facilitate aquatic organism passage and dam removal projects to benefit diadromous fishes and non-game fish, amphibians, reptiles, and other aquatic organisms. Coordinates, administers, and prepares grants and contracts to support recovery implementation actions and related activities through federal, state, and private funding sources. The position requires a strong emphasis on acquiring grant funding, building partnerships, and administering implementation of funding involving non-agency partners. Serves as the Commission’s technical expert on aquatic species restoration and marine fisheries management and is expected to interact both formally and informally with Commissioners and Executive staff to respond to questions about recovery efforts and to advocate technical staff recommendations. Serves as proxy for the Executive Director on both the Atlantic States Marine Fisheries Commission and the Mid-Atlantic Fishery Management Council. Represents the Commission on various committees, and state and interstate agencies and organizations regarding matters related to aquatic species restoration and marine fisheries management. Responsible for presenting Commission positions on aquatic species restoration and marine fisheries management to the public through meetings, correspondence, and routine contacts. Communicates orally and in writing at a high level and develops those skills in subordinates. Proficiency in computer applications such as Microsoft Office software (i.e., Excel, Word, PowerPoint), statistical analysis skills, among other current information technology is essential. Ability to write clearly and concisely and be able to prepare and assimilate grant proposals, technical materials, peer-reviewed technical articles, project reports, operational memorandums, and administrative overviews. Oral presentations to a wide range of audiences with or without visual aids are expected on a routine basis. A critical component of this position is to establish performance objectives for management actions that are implemented, evaluate the progress to achieve the objectives, and define alternative approaches when objectives are not met. A critical expectation for the job is leadership as evidenced by maintaining positive and effective relationships among diverse public interests, government agencies, partnerships, and agency staff in achieving program expectations and priorities. Meet monthly, quarterly, and annual reporting deadlines as established by the Bureau of Fisheries Director or the Commission. Reports include, but are not limited to, Time and Activities Reports, and projected work schedules. Develops performance standards and expectations for all employees directly supervised and conduct performance evaluations of those employees. Performs related duties as required. |
