Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position provides analytical and geographic information systems (GIS) support to inform the decision-making process of the Pennsylvania Office of Broadband. This includes data collection and analysis, research, and mapping in support of expanding access, promoting affordability, and educating on the benefits of reliable, high-speed internet service. The position develops procedures and tools necessary to assist the Office of Broadband bridge the digital divide that exists in Pennsylvania’s communities. Work tasks include collaborating with stakeholders, identifying opportunities and strategies, to collect data supporting the grant administration process, and more broadly, assisting agency staff and contractors accomplish the goals of the office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develops policies and procedures for a robust data collection initiative and supports statewide broadband mapping efforts in collaboration with industry, agency, and other partners. Datasets will include existing broadband infrastructure assets, identified unserved/underserved areas, awarded projects and resulting coverage areas, and others.

Designs custom queries and models using coding languages such as Python, SQL, or R to prepare technical reports and graphic representations of data such as maps, charts, graphics, data layers, and other visual displays to fulfill agency requests.

Functions as the program lead in design, interpretation, and application of geospatial data models to assist managers in planning and decision making.

Performs analysis on large data sets to find patterns, correlations, and anomalies to predict trends or outcomes and inform agency decisions.

Establishes quality assurance and quality control procedures for geospatial data and geodatabases.

Collaborates and communicates with various agency staff, commonwealth agencies, local governments, and stakeholders to develop more complete, meaningful datasets.

Completes tasks related to project management, including planning, coordination, and administration of initiatives critical to broadband mapping in the state. Manages access to broadband data, identifies areas for coordination with stakeholders, and facilitates interagency and partner data sharing.

Provides research and analytics to support broadband planning efforts on a statewide level.

Offers planning support through the translation of data into meaningful maps, graphics, and other visuals to drive strategy and decision-making.

Collaborates with local partners and stakeholders to support broadband expansion and affordability. Contributes to the planning, implementation, and monitoring of various grant programs administered by the Pennsylvania Broadband Office

Provides data and mapping support to inform the state’s grant administration process. This includes developing methods, strategies, and tools for measuring program performance and impact.

Prepares reports, maps, and infographics with analysis on broadband access and affordability.

Prepares information as needed to fulfill public information requests.

Participates in national, state, and local efforts to improve broadband data quality and monitors changes in federal and regulatory reporting. Coordinates with staff from other state agencies, local governments, and communities on efforts to improve access and affordability of broadband.

Represents the Pennsylvania Office of Broadband before policymakers, industry reps., and other stakeholders at meetings, policy events, roundtables, and conferences. Testifies at hearings and legislative meetings as requested.

Works independently to achieve goals and objectives.

Experience:

Bachelor’s degree in geography, business, public administration, computer science, engineering, or a field related to geographic information systems (GIS).

Experience using ArcGIS and other ESRI tools/products. Knowledge and demonstrated experience with coding, scripting, and modeling geospatial data. An understanding of the telecommunications industry and a background in state and federal grants.

Proficient using Microsoft Office suite.
