Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direction of the Chief, Information Services Section (ISS) within the Division of Reporting and Fee Collection (RFC) of the Waste Management Bureau (WM), this position is responsible for supporting the compliance and enforcement initiatives of Quarterly Hazardous Waste Reporting (QHWR) and Waste Transportation Safety Program (WTSP). Utilizing the provided data management systems and reporting tools, work involves identification of fees and reports from Hazardous Waste Quarterly reporters that have not been properly submitted, contact and follow-up to resolve nonreporting or nonpayment. The employee in this position will work closely with the ISS Group Manager and the WTSP Group Manager to identify and support RFC needs which can be addressed by the employee’s knowledge, skills, and experience.

Description of Duties:

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Support the WM programs in ensuring compliance with both federal and state regulations by implementing policies and procedures designed to obtain compliance goals.

Displays knowledge of all DEP systems utilized by RFC. Supports WM’s and DEP’s technology and modernization efforts by testing of electronic data systems, hardware, and other assigned applications as directed by the section chief.

Assists RFC staff with the development of enforcement strategies, penalty matrices, inspection documents, orders, and Standard Operating Procedures (SOPs) for Biennial Reporting, Quarterly Hazardous Waste Reporting, and the Waste Transportation Safety Program.

Monitors inspection, compliance, and enforcement information in eFACTS, RCRAInfo, and other databases and generates reports from the compiled data to make recommendations to the supervisor for distribution to respective Program Managers of DEP Regional Office staff.

Manages assigned enforcement cases maintaining appropriate documentation of communications, data related to the case, milestones, penalties and payments, and actions take to resolve identified violations.

Coordinates compliance activities between RFC and regional offices, when appropriate. Prepares case files for use in the prosecution of violations by RFC and legal staff. Ensures all case files are properly maintained for records management and compliance history reviews.

Assists in the preparation of guidance documents, training materials, website updates, fact sheets, etc. for use by the Department’s Regional Office staff and the regulated community to understand and implement Pennsylvania’s waste reporting and transportation requirements.

Maintains current knowledge of hazardous waste quarterly reporting requirements and the United States Environmental Protection Agency’s e-Manifest system to support reporting related to successful implementation of QHWR.

Maintains current knowledge of hazardous waste biennial reporting requirements and the Waste Transportation Safety Program requirements.

Prepare, develop, and present informational or training courses within the scope of the duties specified.

Attend all assigned meetings and participate in all assigned on-the-job or formalized training programs designed to develop the necessary skills, abilities, and knowledge related to the job duties. This can include training related to the following areas of knowledge:
State and federal laws and regulations
Policy and procedure.
Reporting requirements.
Capabilities of WM electronic data systems.
Database queries and reports.

Immediately reports to the section chief any electronic data system outages or other information technology problems that inhibit or block the ability to complete described duties.

QHWR operations in a cycle where each report and associated fees are required to be postmarked by the 20th of the month after the end of the quarter. The employee will work closely with report review staff to implement enforcement actions within 30 days of the due date for each quarter. Independent decision making and consultation with the section chief will be utilized to assign priorities for other work and goals. The majority of instructions will be in the form of goals, objectives, and priorities. The employee will be responsible for making routine decisions based on established policy and guidance. The employee will work closely with the section chief to identify and prioritize goals related to supporting WTSP and other WM program areas. Upon completion, work is reviewed by the supervisor for timeliness, attainment of program goals and objectives, and professional quality.
