Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direction of the Section Manager, this position is responsible for providing engineering support to the Pennsylvania Infrastructure Investment Authority (PENNVEST) Program primarily for (1) the implementation of wastewater system design and construction projects, (2) drinking water system design and construction projects, and (3) management of non-point source and stormwater management design and construction projects. These responsibilities also apply to same projects funded with other grant and loan program funds.

This position assists with the statewide oversight of water infrastructure improvement projects funded by the Bipartisan Infrastructure Law (BIL) administered by the Pennsylvania Infrastructure Investment Authority (PENNVEST) Program.

This position collaborates with the PENNVEST-selected third party technical assistance provider in a variety of ways which includes helping to ensure potential applicants are receiving proper guidance relative to the applicable program requirements and general oversight and management of the technical assistance contract as needed.

GENERAL PROGRAM IMPLEMENTATION

The incumbent will perform a variety of work assignments and tasks that will require interpretation and application of standard engineering practices, techniques, procedures, and guidelines using judgment in making adaptations and modifications as necessary. The incumbent will be expected to complete routine work in an independent fashion.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Reviews feasibility studies, corrective action plans, funding applications, change orders, engineering plans and specifications, and contract documents for complex wastewater, drinking water, stormwater, and non-point source construction projects.

Serves on statewide workgroups to study engineering or programmatic issues for the PENNVEST Program or other grant and loan programs.

Conducts meetings and provides training to DEP staff and the regulated community as it relates to the design, construction, and financing of PENNVEST projects.

Assists in developing and coordinating studies and surveys, methodologies and procedures with EPA, other states, and other local and state agencies to assess wastewater, drinking water, non-point source, and stormwater needs of the Commonwealth.

Attends training to develop skills needed to complete these duties and responsibilities.

Travels to various field sites throughout the state, occasionally on an overnight basis.

PENNVEST PROGRAM

Develops and maintains engineering guidance associated with federal requirements such as the American Iron and Steel (AIS) provisions and the Build America, Buy America (BABA) requirements associated with the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL).

Assists in policy and procedures (SOPs) development for efficient implementation.

Assists in regulation development for the implementation of the PENNVEST Program.

Assists regional and central office staff in the implementation of project management responsibilities for the PENNVEST Program.

Presents ratings of assigned projects at project rating and review committee meetings for statewide ranking consistency, works with regional and central office Program staff to ensure compliance with federal and state requirements for the ranking of projects, works with PENNVEST for effective pre and post Board meeting project funding list management, and updates PENNVEST website for project ranking status.

Provides timely, accurate information for project database entry and Environmental Assessment publication in the PA Bulletin.

Assists in the preparation and maintenance of the Wastewater Project Priority List and Drinking Water Project Priority List based on project priority and funded project list.

Assists with the federal Clean Watersheds Needs Survey and Drinking Water Infrastructure Needs Survey and Assessment performed every four years to determine Pennsylvania’s infrastructure needs. Works with EPA, regional staff, state contractors, interns, and EPA contractors to complete this initiative.

Completes comprehensive reviews and evaluations of project files and documentation maintained by the DEP project managers to ensure consistent implementation of the PENNVEST Program and compliance with federal and state program requirements.

Reviews wastewater, drinking water, non-point source, and stormwater management project plans and specifications to determine if projects are technically ready for consideration by the PENNVEST Board.

Serves as the project manager for wastewater, drinking water, non-point source, and stormwater management projects funded by the PENNVEST Program. This includes conducting planning and pre-construction consultation meetings for each project, advising applicants on permit requirements, determining eligibility of proposed activities, conducting technical reviews of project plans, reviewing requests to begin construction prior to loan approval, performing interim and final site inspections and reviewing change orders and project scope changes.

Coordinates with DEP Planning and permitting programs as well as the Conservation Districts to ensure a project's technical requirements are completed in a timely fashion.
