Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Interstate Water Resources Management (IWRM) Division delivers planning, development, implementation, and evaluation of statewide policy and program activities to promote interagency and interstate cooperation of shared water and coastal resource issues. The Coastal Resources Management Program (CRMP) provides technical assistance to local governments and state agencies in conserving coastal uses and resources. CRMP provides funding to local coastal municipalities and non-profits for projects and activities to help implement the program’s policies. The IWRM Special Projects Section coordinates activities related to interstate river basin commissions, the regulatory and technical components of the Coastal Resources Management Program (CRMP), and CRMP special funding sources (e.g., Bipartisan Infrastructure Law (BIL)) grant and project activities. The Special Projects Section also provides implementation support to the Great Lakes Program’s Great Lakes Restoration Initiative activities and DEP source water protection programs. This position reports to the IWRM Special Projects Section and delivers a variety of high-level duties in supporting the CRMP, funded by the National Ocean Atmospheric Administration (NOAA). The primary responsibility for this position is administering and managing special federal funding opportunities through the NOAA, EPA, or other federal agencies or programs. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position is responsible for analyzing and interpreting state and Federal regulations; defining policy and procedures that advance state, regional and Federal strategies and goals; providing technical guidance, training and outreach to regional offices, stakeholders and environmental organizations; reviewing, awarding and managing grants, agreements and contracts; and serving as liaison to Federal, state and local agencies. This position works to assure inter-bureau coordination in the CRMP. Duties include but are not limited to budget preparation and review, preparation of documents for legal review, coordination with DEP grants center and fiscal office, advancing the strategic goals of the CRMP, and representing the CRMP and Department at various meetings. This position manages and coordinates technical and policy aspects of the Coastal Zone Management Act (CZMA) for special funding programs administered by NOAA, EPA, or other federal agencies and programs: reviews contracts and inter-agency agreements; develops and updates grant application instruction guide and grant administration guide; evaluates proposals and provides comments, conducts workshops and trainings; prepares and submits semi-annual performance reports to NOAA and other funding agencies, and defines criteria to meet Federal and state water regulations, resource priorities and Commonwealth strategies. This position oversees the implementation of special funds through dedicated projects and/or pass through grant programs. Develops and updates guidance, scoring criteria, and grant applications for federal pass-through funding in coordination with the DEP Grants Center and DCED. Manages the pass-through grants process for special federal funds, including coordinating announcements of funding availability, soliciting proposals for grant projects, leading the evaluation of grant applications, developing and executing grant agreements, and managing grantees. Conducts pre- and post-award workshops for grantees and contractors to explain grant/contract selection and management procedures and communicate the roles, responsibilities, and expectations for project partners. Leads CRMP special-funded project implementation including the vetting and selection of specific technical projects, coordinating the request for proposal (RFP) process with DEP Purchasing, and selection of contractors/subawardees, execute contracts and manage projects to ensure that project deliverables are met. Works with DEP and outside partners to establish, vet, and maintain an inventory of possible projects that support the CRMP and other IWRMD workplans. Cultivates partnerships and cooperation with eligible outside entities and solicits grant applications for annual awards and/or proposals for RFPs. Provides technical assistance to current and prospective grantees and project contractors. Assists with the management, tracking, and processing of invoices related to grantee reimbursement requests and payments to contractors/subawardees for services rendered. Develops and submits semi-annual performance reports to NOAA and other sources of federal funding for the IWRMD, as required. Submits final project reports in accordance with NOAA and other federal agency award conditions. Coordinates with DEP fiscal to monitor grant spending and reviews grant status reports. Develops and conducts presentations for the Coastal Zone Advisory Committee, the Lake Erie Coastal Zone Advisory Committee, the Delaware Estuary Advisory Committee, Delaware County Coastal Zone Task Force, and other technical and outreach organizations. Creates and submits packages for OnBase review. Interprets, reviews, and manages the Federal & state requirements for CRMP. Provides technical assistance to stakeholders, partners, and environmental affiliations to meet the program goals and strategies. Assists with the development of policies and procedures that improve the efficiency and goals of the program. Analyzes, researches, and develops the strategies, planning and ongoing focus of special funding grant program to continually meet the state and Federal goals, clean water initiatives and resource management. Conducts multi-region site visits and field work necessary to manage compliance. Reviews and evaluates grantee projects for compliance with local and state ordinances. Serves as liaison, as needed, to interstate agencies, intergovernmental coordination, environmental affiliations, other states and Federal Offices and local government entities on state water planning and coastal resource strategies, regional initiatives, emerging technical issues and industry trends. Seeks to create partnerships and strategies with regional and state organizations that serve to advance the ecological and environmental goals of the program with groups such as the National Estuary programs, watershed associations, land conservation groups, fish and wildlife programs, county conservation districts, environmental councils and other environmental interests and organizations. Occasional overnight travel is required. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
