Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The Mine Fire, Permitting, and Professional Services Section (Section) is responsible for managing the Bureau of Abandoned Mine Reclamation (BAMR) mine fire inventory; addressing mine fires and subsidence; 25 PA Code Chapters 102, 105, and 106 permitting; and professional services contracts with consultant firms. These activities require knowledge of administrative and legal procedures, and the Office of Surface Mining Title IV Abandoned Mine Lands (AML) Program. This position manages both geologic and engineering staff. As an Environmental Group Manager and licensed Professional Engineer (PE), reviews the work products of engineers and takes responsible charge of all professional engineering work performed by employees under your supervision. If not a licensed PE, all professional engineering work performed under your supervision will be reviewed by another senior licensed PE within BAMR. As an Environmental Group Manager and licensed Professional Geologist (PG), reviews the work products of geologists and takes responsible charge of all professional geologist work performed by employees under your supervision. If not a licensed PG, geology work performed by employees under your supervision will be reviewed by another senior licensed PG within BAMR. Responsible charge shall be in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law and relevant standards of practice. Mine Fires & Subsidence: Supervises or reviews all aspects of project investigation, development, and design for mine fire extinguishment and subsidence control AML reclamation projects. Supervises or reviews site specific environmental assessments and other required clearances for mine fire extinguishment and subsidence control AML reclamation projects. Coordinates review of engineering design, technical specifications, estimates, and contracts for subsurface exploration and reclamation of mine fire or subsidence impacted sites. Oversees maintenance and updates to BAMR's mine fire inventory. Coordinates the release of technical data related to all of Pennsylvania's known mine fires. Coordinates the release of technical advice to BAMR's construction staff during construction of subsidence and mine fire extinguishment/control projects. Reviews, evaluates, and makes recommendations related to mine subsidence potential for proposed public school construction sites in the Anthracite Mining District (Act 17 Review). Reviews, evaluates, and makes recommendations relating to mine subsidence potential for proposed construction sites upon request from other state agencies for the construction of highways, landfills, or other surface structures. Professional Services Contracts: Serves as BAMR's statewide liaison for retained service professionals for aerial photography, topographic mapping, and bat surveys. Monitors and reviews the work of professional services retained by BAMR, which is used to produce technical studies and construction grade designs for AML reclamation and restoration projects located throughout the commonwealth. Projects include, but are not limited to, surface mine reclamation, surface and underground mine fire control, mine subsidence control, closure of mine openings, waterline extension/water supply replacement, and abandoned mine drainage (AMD) treatment. Responsible for preparing/drafting new Requests for Proposals (RFPs) and oversees solicitation of RFPs to professionals for aerial photography, topographic mapping, and bat survey services. Coordinates and oversees the evaluation of the RFPs and the selection to award statewide multi-year open-end mapping and bat survey services agreements to outside consulting firms. Prepares, negotiates, and manages professional service agreements with consultants for aerial photography, topographic mapping, and bat surveys. Makes recommendations on assignments to consulting firms for these services and approves payment for consultant services. Permitting: Oversees 25 PA Code Chapters 102, 105, and 106 permitting for AML reclamation projects. Projects include, but are not limited to, surface mine reclamation, mine fire control, mine subsidence control, closure of mine openings, and waterline extension/water supply replacement. Duties may also include AMD remediation, active and passive AMD treatment facilities, evaluation, operation, monitoring, maintenance, and/or rehabilitation of existing passive and active AMD treatment systems. Interprets governing and applicable regulations, policies and procedures for BAMR staff, the public and the regulated community with a focus on erosion and sediment control, stormwater management, waterways obstructions and encroachments, water management plans, water supply investigations and water quality management. Oversees determination of which permits are required for project construction. Meets with permitting agencies as necessary. Permit application types include, but are not limited to, Ch 102 Erosion & Sediment Pollution Control, Ch 105 Water Encroachment or Obstruction, PennDOT Highway Occupancy, local ordinance, and/or roadway. Oversee Project Coordinator review of permit applications' Record of Decision (ROD). Oversees coordination of project particulars with adjacent agencies, Office of Surface Mining Reclamation & Enforcement, Mine Safety, Dam Safety, Waterways Management, Waste Management, Fish & Boat Commission, Game Commission, US Army Corps of Engineers, EPA, US Fish and Wildlife Service, Historical and Museum Commission, PennDOT, and other stakeholders. Equipment: Coordinates activities related to use of geotechnical/scientific equipment that is required for section activities. Reviews and oversees the coordination of the purchase, maintenance, repair, organization, replacement and inventorying of the section's field equipment and supplies. General/Other: Reviews and recommends training opportunities to ensure that section staff maintain professional certifications. Provides expert testimony, if required, for agency legal proceedings related to section project work. Travels overnight as necessary and attends job-related meetings, training, seminars, conferences, etc. Promotes the Department's Mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Performs supervisory responsibilities including, but not limited to, reviewing time and attendance, performing annual employee performance reviews, and interviewing and making recommendations for hiring new employees.
