This supervisory position oversees a unit within the Office of Research, Evaluation and Strategic Policy Development (ORESPD) and serves as the PCCD Manager of the Violence Intervention & Prevention (VIP) program, including the Building Opportunities through Out-of-School Time (BOOST) initiative. This position involves oversight of grant-funded initiatives and operations designed to prevent and intervene in community violence. The incumbent is responsible for programmatic oversight of the grant program and supervision of the staff who support the grant program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. This is a critical role in ensuring the effective development, implementation, and management of the PCCD Violence Intervention & Prevention program (VIP) including the Building Opportunities through Out-of-School Time (BOOST) initiative in an effort to support communities in addressing and reducing community violence. Advises executive staff on strategic approaches and core components of Pennsylvania’s VIP and BOOST strategy. Develops proposed funding plans in collaboration with workgroups and executive leadership at PCCD. Advises and reports to the School Safety and Security Committee regarding VIP and BOOST related matters. Administers VIP and BOOST related workgroups and advisory committees, comprised of agency heads, legislative appointees, and credentialed subject matter experts and ensures the work of the agency is performed effectively and consistent with legislative and other mandates. This includes developing agendas, analyzing data, coordinating among multiple agencies and stakeholders, and the design and preparation of reports and outcome information. Oversees the administration of the grant projects related to the VIP and BOOST programs which provide resources and technical assistance to 200 to 400 organizations annually. Oversees evaluation of VIP and BOOST related programs by external partners. Develops policy pertaining to the statewide VIP Program and affiliated funding streams and related initiatives, programs, and projects. Develops and oversees criteria used by grantees in the assessment of program implementation preparedness, and implementation success. Oversees ongoing grantee monitoring process to ensure program efficacy. Navigates complex funding streams and affiliated requirements to ensure cross-agency coordination and adherence to statutory and regulatory mandates. Supervises and engages in the development and administration of measures and surveys, the analysis and evaluation of outcome and data, and the preparation of reports. Supervises and engages in planning, developing, and monitoring budgets and analyzing funding needs. Utilizes findings to make policy and funding recommendations to executive staff, workgroups and the School Safety and Security Committee. Leads and directs agency staff, workgroup members, and consultants who may not report directly to the incumbent or work within the agency. Develops and maintains cooperative relationships with individuals and organizations related to the development and implementation of the VIP and BOOST programs. Analyzes, interprets, and applies legislation, publications, and research materials. Performs the full range of supervisory duties. Participates in the performance review of their staff consistent with operational or organizational requirements. Participates in other ORESPD activities including school safety related projects as assigned. Performs other related duties as assigned |
