Position Purpose:

This position is a professional, technical position in the Environmental Cleanup & Brownfields Program in the Southcentral Regional Office. This employee performs a variety of duties in the Hazardous Sites Cleanup Act (HSCA) Section involving the identification, investigation and cleanup of hazardous sites to ensure compliance with federal and state rules and regulations, policies and procedures under the State Hazardous Sites Cleanup Program, Land Recycling Program and the Federal Superfund Program.

This is technical work in the field of waste management as it relates to environmental protection. This employee is based in and operates from the Southcentral Regional Office. The employee is supervised by the Hazardous Sites Cleanup Section Solid Waste Supervisor.

Perform the duties of a Regional DEP Project Manager at State and Federal Superfund Sites. Conduct oversight and on-site inspection of State and Federal Superfund sites on the implementation of remedial investigations, studies, and cleanup activities to determine compliance with design or work plans, contract specifications, and Department requirements. Provide liaison and coordination with EPA remedial project managers and on-scene coordinators at Federal Superfund sites. Oversee and manage contractors retained by the Department. Review and recommend payment for invoices for work performed. Job duties require travel within the Commonwealth and may require overnight stay.

Identify and investigate potential or candidate hazardous sites. Evaluate individual sites for the implementation of Interim or Remedial Response Actions. Review and comment upon site studies, Remedial Investigations, Feasibility Studies design documents and remediation plans conducted at State and Federal sites.

Support the Department’s Community Relations Program. Assist in the development and preparation of news and information releases to the media and public interest groups relating to activities on State and Federal Superfund sites. Assist in the development of responses to inquiries from the public, local officials, the press, and other interested parties. Attend and participate in public meetings and meetings with special interest groups regarding the Department and Superfund programs rules, regulations, policies, procedures and activities relating to specific sites.

Provide technical/professional guidance and advice to the public on matters pertaining to investigation and remediation activities and standards/procedures.

Provide site summaries and budget information, site costs and schedule projections, to develop and keep current regional program plans.

Assist in the development of, and review of bid specifications and procurement documents for the retention of DEP and EPA contractors and consultants. Participate in the review and selection of consultants and contractors for remedial planning, design, construction and other activities related to the State and Federal cleanup program.

Operate and support the Department's data management systems.

Operate and maintain equipment and analytical instruments for the collection of samples, analysis of materials and assessments of exposure risk.

Assist in the development and presentation of guidance documents, policies and procedures training within the framework of other duties as specified herein.

Assist in the development of orders, agreements, and other enforcement documents issued by the HSCA Section.

Provide liaison and support to legal staff for cost-recovery actions and other legal actions at hazardous waste sites. Participate in enforcement actions under various statutes and rules and regulations. Testify before District Magistrates, the Environmental Hearing Board, and other Courts of the Commonwealth; is subject to Subpoena in private Torte actions.

Required to do one or more of the following in areas where the employee is working within the Environmental Cleanup Program:

o Conducts on site spill investigations in areas that do exceed published exposure limits.
o Investigates incidents and/or oversees cleanup operations in areas that do exceed published exposure limits.
o Samples for harmful or hazardous materials or petroleum products in areas that do exceed published exposure limits.
o Handles hazardous or harmful materials in areas that do exceed published exposure limits.
o Inspects reclamation sites where materials foreign to the site have been used or disposed of in areas that do exceed published exposure limits.

Operate a motor vehicle to travel to various field sites.

Conduct special projects and other duties as assigned. Perform non-routine functions in emergency situations, frequently involving travel within the Commonwealth, unscheduled overtime, and overnight stay

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
