Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Deputy Executive Director of Product and Risk Management. This position reports to the Executive Deputy Secretary of the Department of Revenue as well as the Executive Director of the Pennsylvania Lottery. The Department of Revenue oversees both the collection of taxes and operation of the Pennsylvania Lottery.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Works with Department of Revenue program staff to coordinate Department of Revenue and Lottery projects, including direct oversight and responsibility for IT contracts worth more than a billion dollars.

Manages the risks associated with ongoing system changes and oversees the Project Management Office, Internal Audit, and Security divisions. Drives effective communication, prioritizes project features based on business value, and facilitates the successful implementation of technology solutions.

Manages vendor relationship(s) and related contracts, including review and approval of change requests, amendments, and SLA tracking and enforcement in conjunction with Lottery Executives and the Executive Deputy Secretary.

Tracks and reports on the performance of IT projects, ensuring objectives are met and the project remains on schedule.

Establishes, manages and maintains an Enterprise Risk Management Program.
Promotes risk awareness. Identifies and mitigates risks associated with IT projects to ensure successful delivery.

Provides oversight and management to multiple large-scale, high-impact application development and IT implementation and maintenance support projects. Understands federal and state funding, commonwealth budgetary processes, strategic planning processes, project intake and prioritization, IT contract procurement, management of very large IT contracts, and day to day customer service.

Develops and implements policies, procedures, and guidelines of project governance to support the execution of a project, as well as develops, maintains, and implements procedures to ensure compliance.

Performs financial management functions, including contract procurement and related budgets.

Other responsibilities of this position include:

1. Manage Business Relationships: Manages business relationships with Department of Revenue leadership. Works with customers to understand their business needs and represents those interests on project. Maintains strong relationships with customers. Triages competing concerns across customers and communicates status updates regularly on open business.

2. Modernization Management: Directly manages large scale modernization efforts in the Department of Revenue. Reviews vendor deliverables and provides feedback, manages risks and issues coming from modernization efforts, and manages interactions with vendors to successfully delivery large projects.

3. Vendor Relationship Management: Builds and maintains relationships with the vendor community. Uses these relationships to successfully delivery large scale modernization projects.

4. Contract Compliance: Reviews, understands, and manages vendor compliance with their contracts. If appropriate, works with program areas and legal counsel to enact enforcement remedies to maintain vendor contract compliance.

5. Following Commonwealth IT Processes: Manages the proper execution of enterprise processes related to infrastructure requests, new projects, purchases, and more, as needed.

Decision Making:

Makes decisions regarding the product(s) and is empowered to prioritize features based on business value.

Makes decisions associated with business relationship management for the Department of Revenue.

Executes contracts, signs documents, and escalates issues to the agency Secretary and Executive Deputy Secretary are required.

Uses skills in project management, business acumen, research and analysis, and information technology to conduct thorough business and complex technical research pertaining to enterprise risk management. Performs detailed analysis, leads in the directing of risk mitigation, establishes governance structures, policies, procedures, and standards to ensure risk-related programs and initiatives stay on course and achieve expected outcomes.
