Position Purpose:

This is a supervisory position of technical and public safety work in the field of state forestry operations and outdoor recreation.

Description of Duties:

An employee in this class supervises DCNR Rangers performing technical and public safety duties designed to assist forest users, protect facilities and structures, and promote the safe utilization of forest facilities and resources.

Employee’s primary responsibility is supervision of rangers doing public contact work and enforcement of state forest rules and regulations on the Sproul State Forest. Employee is empowered to enforce the state forest rules and regulations, the snowmobile and ATV laws, Fish and Game Laws and The Vehicle Code and Crimes Code on state forest land and to prosecute any person in violation.

Reviews subordinates patrol logs, incident reports, citations, etc. for accuracy and judgment.

Employee may issue traffic and non-traffic citations, file citations and criminal complaints with District Justices, and act as prosecutor and witness for the Commonwealth. Employee may be required to collect evidence, obtain search warrants, conduct interviews and interrogations, and accurately complete incident reports and citations. Employee may also assist other agencies (i.e. Game and Fish Commissions and State Police) with enforcement on state forest land. Employee’s jurisdiction and authority is further defined in the current Visitor Services and Protection Directives.

Employee may wear an assigned uniform and patrol in a Commonwealth vehicle, on foot or by bicycle, ATV, snowmobile, or canoe. Patrol work may be performed day or night; weekdays, weekends, and/or holidays. Employee monitors the county communications radio frequency to respond to emergency incidents and administers aid to injured persons.

Employee may assist in maintaining camping areas and access sites by installing and repairing signs, and emergency cleaning and stocking of restrooms. Employee may also construct, erect, and maintain informational signs and assist in clearing and marking hiking, cross country ski, ATV trails, as well as state forest boundary lines. Employee may also pick up litter and dump sites on state forest lands.

Employee occasionally assists in wildfire prevention programs. Employee also assists with search and rescue incidents to the appropriate level of training.

Employee may also present educational programs to civic groups and conduct projects such as tree planting, trail clearing and litter pick-up with various interest groups. Employee may plant trees and shrubs for wildlife habitat improvement on state forest lands.

Employee is required to be familiar with other functions of the Bureau of Forestry such as timber management, insects and disease, fire protection, and recreation. Employee is required to successfully complete the Act 120 Municipal Police Officers Training Academy and attend and successfully complete annual Act 180 updates. Employee is required to attend and successfully complete training in the use of defensive weapons such as; the issued firearm, baton, OC spray, and handcuffs and demonstrate proficiency at annual recertification. Employee is required to be familiar with and follow visitor services and protection directives developed by the Bureau.

Employee must have the ability to identify and if possible, correct safety hazards.

Employee is assigned a patrol vehicle and is responsible for its upkeep and scheduled maintenance.

Employee must maintain proficiency with the issued firearm by firing a minimum of 200 practice rounds between qualifications.

Employee creates and maintains ranger work schedules, organizes work, provides on-the-job training to subordinates. Establishes written performance standards for subordinates. Monitors subordinates’ work and conducts quarterly reviews; prepares and signs annual Employee Performance Reports, discusses the evaluation with the reviewer and subordinate. Provides guidance to employees on improving performance.

Receives requests for leave from subordinates and monitors leave usage.

Checks subordinates’ daily time records, ranger logs and incident reports for accuracy, verifies overtime worked, and approves records, logs, and reports.

Ability to perform white water rescue operations and high angle rope rescue to injured state forest users.

Ability to complete and pass all required training courses.

Ability to react quickly and calmly during emergency situations to ensure the safety of the public. Ability to effectively deal with threatening confrontations with forest users. Ability to read, understand and interpret the departments and bureau’s rules, regulations, policies, procedures, goals and objectives governing outdoor recreation in State Forest setting.

Must pass Pennsylvania State Police and FBI Criminal Background Checks. A record of conviction of a criminal offense for which more than one year in prison can be imposed as punishment is a basis for removal from the position.
