Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position reviews, researches, and processes various applications required by licensees to transact insurance business in the Commonwealth.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Independently reviews, researches, and approves complex specialty license applications required by licensees to transact insurance business in the Commonwealth.

2. Evaluates specialty license applications for viatical settlement brokers, public adjusters, surplus lines producers, motor vehicle physical damage appraisers and any other specialty license applicant for compliance with insurance laws and regulations including application, fee, and continuing education requirements for licensees. Laws and regulations include both federal and state laws that may or may not fall under the Insurance Department Act, i.e., 18 U.S.C. Section 1033 – “Violent Crime and Control Act” and the “Deadbeat Parent Act” – Act 140, among others.

3. Provides direction, guidance, and technical instruction verbally and in writing to insurance licensees and applicants, insurance company representatives, other state insurance departments, government officials, legislators and their representatives, attorneys, insurance investigators, other Department staff, and members of the general public in the processing of specialty license applications and renewals and other services provided by the Bureau. Provides instructions on the proper forms to be completed for various transactions, and answers questions accurately regarding licensing procedures in Pennsylvania.

4. Validates complex license applications for completeness of data and the presence of all required documents. Prepares and distributes correspondence requesting additional information or documents not meeting licensure requirements as outlined in laws, regulations, and policies.

5. Disseminates licensure eligibility information to the public verbally and in writing. Extensive knowledge of this information, including applications, forms, and requirements, and its levels of confidentiality is necessary and is based upon the criteria outlined in laws, regulations, and policies.

6. Reviews and processes transactions administered by the Bureau including business entity name changes, adding/removing designated licensee and surplus lines affiliations, adding/removing DBA/fictitious names and other transactions related to license maintenance.

7. Accesses and inputs data through Sircon for States licensing database system and other programs utilized by the National Association of Insurance Commissioners (NAIC), Department vendors, or the Commonwealth.

8. Reviews submitted public adjuster contract content for consistency with statutory and regulatory provisions. Approves or disapproves contract content.

9. Refers applications to Compliance Unit where derogatory applicant information is disclosed or is not disclosed but is discovered during the application process.

10. Responds to requests received through the Legislative Liaison Office and responds to legislative inquiries or requests for special assistance for referred specialty license applicants.

11. Verifies surety and fidelity bonding requirements on applicants for certain license types, such as title insurance, public adjusters, and other license types that have very specific bond requirements for licensing.

12. Processes invoices. If a refund or adjustment is warranted, the employee handles or refers to the division chief.

13. Reviews requests for business entity name approval and coordinates with Pennsylvania Department of State, Bureau of Corporations, on proper registration of business entities for licensing purposes.

14. Assists the Division Chief and the Bureau Director with the review of new regulations and legislation to protect policyholders, companies, licensees, and the general public from unfair and fraudulent practices.

15. Testifies at formal administrative hearings as necessary.

16. Performs other related duties and projects as required by the Division Chief or Bureau Director.
