Position Purpose:

This position serves as the Director of Merchandise Planning at the Pennsylvania Liquor Control Board (PLCB).

Under the general guidance and in partnership with the PLCB’s Chief Merchandising Officer (CMO), develops and directs the creation and ongoing management of the PLCB’s Merchandise Financial Plans (MFPs) including but not limited to sales, margin, and inventory flow, as well as the required supporting reporting and analytics that drive revenue and profitability across all sales channels, retail, wholesale, ecommerce, and the combined organization, to achieve PLCB financial and operational objectives. Leads the development of standards and frameworks to implement, measure, and manage the MFPs at the organizational, departmental and merchandise hierarchy-based levels. Under the general guidance and in partnership with the CMO, this role leads the strategic development of merchandise planning and inventory flow within the merchandising team, developing business policy, practices, and processes as well as reporting and analytics. This role promotes and ensures alignment of the MFPs across the merchandising team, finance, and operations to ensure PLCB objectives are met. Works collaboratively with the CMO to design and monitor MFPs. This role is also responsible for the strategic development of the PLCB’s reporting and analytical capabilities that support the retail, wholesale, and ecommerce lines of business ensuring that all levels of the organization have clear, concise, and actionable reports and analysis that drive toward actions and decisions leading to increased profitability and efficiencies. This role reports to the CMO and works very closely with other merchandising functions as well as finance and operations to ensure alignment across vertical and that the MFPs are developed, implemented, evaluated, and managed.

Description of Duties:

Serves as the enterprise lead for merchandise planning and analysis, providing vision and leadership to the Planning team and the Reporting & Analytics team by a clear understanding of the organization, its financial structure, customers, and strategic plan; leading the development of analytical strategies that are relevant to the business and facilitate informed decision-making at all levels of the organization – Executive down through to the category managers, buyers, as well as the lead and staff analysts.

Thinks globally, strategically, and tactically, for the effective short – and long-term management of the combined business through effective and timely advisement of the CMO and Executive team.

Develop and lead the merchandise planning and inventory flow strategy across the retail, wholesale, and ecommerce channels to achieve business objectives.

Translate strategic level business and merchandise strategies into profitable financial frameworks and provide guardrails to inform investment decisions pre and in-season, then measure and evaluate post season.

Develop, implement, and effectively manage the Merchandise Planning Strategy/Strategies for the combined organization and across the retail, wholesale, and ecommerce sales channels.

Lead all key planning activities including management of the pre-season planning and in-season open-to-buy process, and after season review.

Lead the development of analytical models of varied complexity and ensure financial analyses enhance the decision-making processes at all levels within the organization.

Collaborates with the other direct reports of the CMO and the Directors of other PLCB functions to ensure that all key business decisions, programs, long term goals and business plans are aligned with the overall strategy of the CMO and the PLCB.

Collaborates with the other direct reports of the CMO to identify and resolve conflicts that may arise in the planning and/or execution of the short – and long-term plans, policy, and processes of the merchandising team and across other functions of the PLCB.

Partners with the CFO to develop an annual (and multi-year) enterprise level budget for inventory levels, revenue, gross/net profit, and gross/net profit margin.

Leads the development, execution, management, and communication of MFPs at the combined organization; retail, wholesale, and ecommerce sales channels; as well as the product group/division, class levels in partnership with the Director of Product Management

Lead in the development, approval, implementation, and enhancement of all reporting mechanisms related to the merchandise planning.

Lead in the development, approval, implementation, management, and improvement of the analysis (daily, weekly, monthly, quarterly, annually) of item sales in partnership with the Director of Product Management.

Collaborate with the Director of Product Management to translate enterprise-wide targets into product hierarchy specific targets across all sales channels and store-level plans for Retail.

Manage the process and provide preseason planning and in-season adjustment to initiatives such as Open-to-Buy, financial forecast alignment, seasonal buy planning, as well as post season reporting and analysis.

Chairs and partners with the Director of Product Management, to lead the regular OTB and seasonal sales meetings (pre, in, post) as organized by group/division/class, and/or seasonal programs resulting in recommendations for future purchase volumes, inventory flow and markdown approach.

Serve as a key resource, advisor, and subject matter expert for the Merchandise Planning and Reporting and Analytics to the CMO

Serve as an escalation point, and resource for the Planning Chiefs.

Responsible for delivering a flexible and responsive approach to managing the inventory, available budget, and the Open to Buy process.

Validate and approve in-season opportunities e.g., additional inventory, promotional plans.

Work with Merchandising Project Manager to assure all project and program timelines are managed and executed to meet all deadlines.

Act as innovator for the for MFP and Reporting and Analytics function, staying abreast of all relevant trends and instilling best practices.

Identify opportunities to optimize key internal processes and work with Merchandising Project Manager to develop and implement initiatives that will improve the effectiveness and efficiency of programs and the operations of the PLCB.

Establish assortment optimization approach across Retail, Wholesale, ecommerce channels.

Owns the clustering development and usage strategy in partnership with the Directors of Product Management (PM) and Inventory Management (IM) and Retail Merchandising Chief

Chair/Lead the cross-functional collaboration meetings within the merchandising team and finance to ensure alignment and execution of merchandise plans.

Analyzes reports to identify trends and recommend opportunities for improvement in the deployment of inventory, and adjustments to available funds to enhance the agencies profitability.

Strategy and Business Owner for the MFPs, leading the development of key performance indicators (KPIs) and all related key metrics.

Leads the development and use of reporting and presentation reporting tools (such as PowerBI) for all users and stakeholders.

Lead the strategic development, implementation, and maintenance of the merchandise planning system and process roadmap with a focus on continuous improvement for the entire Merchandise Planning team.

Direct the Merchandise Planning team, ensuring alignment with overall PLCB strategic objectives.

Oversee the development and implementation of training programs for the Planning and Reporting and Analytics teams.

Direct and oversee the development of reports, usage strategy, and supporting analytics.

Enhance collaboration by conveying strategies, goals, and advancements both within and beyond the department, thereby promoting engagement and ensuring alignment within the merchandising team, and cross-functionally with finance and operations.

Represent the company at industry events and conferences.

Partner with PM, IM, Operations, and Logistics to ensure correct levels of inventory are ordered and allocated.

Partner with the Wholesale channel to balance inventory needs based on demand variations as well as conduct full inventory lifecycle planning including end of life.

Work closely with the Finance team to support accurate business forecasting and areas that can be leveraged to achieve optimal inventory levels and maximize profitability.

Collaborate with Product Management, Inventory Management, Retail Merchandising, Marketing, and Operations teams to plan new launches, ensuring the right Buy to support financial goals.

Develop deep cross functional relationships and trust across the organization.

Take a leadership role in collaborating with other PLCB teams to identify, shape and implement process efficiencies across the organization.

Build, develop, and retain talent within the Merchandise Planning and Reporting and Analytics functions.

Ensure there is proper professional development and succession planning for all levels of the Planning and Reporting and Analytics teams.

Ensure all procedures are documented to ensure transparency, accountability, and continuity of operations.

Perform the full range of supervisory duties.

Work is performed with considerable independence under the general direction of the Chief Merchandising Officer (CMO) who reviews work through conferences, reports, and effectiveness of results. This position will also address issues that are outside of generally established guidelines and make decisions related to the correct processing of actions. As issues arise the incumbent will discuss with the respective chain of command to recommend changes to strategy, policy, and procedures.
