Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position manages the Local Health Department Office that coordinates with all bureaus and offices in the Department that provide funding to the County and Municipal Health Departments. This position is responsible for the planning, organizing, directing, coordinating, and implementing the Health Department plans for provisioning of public health care services, detection of disease conditions, and/or the prevention of various diseases to targeted populations within health department jurisdictions.

This position, under the direction of the Director of the Local Health Department Office, supports the organization’s mission of providing infrastructure for the implementation of core public health functions in a high quality, effective and responsive manner that will positively impact the health status of Pennsylvanians by developing, implementing and integrating statewide policies and procedures for the Office’s administrative and public health program operations.

Description of Duties:

Manages oversight of the County and Municipal Health Departments (CMHDs) through establishment and monitoring of performance and compliance under Act 315 and Act 12. Including processes, procedures, and templates for Health Department annual proposals and budgets, expenditures, monitoring and compliance, and auditing.

Manages the coordination, development and revisions of the state’s county health administration plan. Evaluates county data to determine the appropriate county health department needs based on location, area, population, the incidence of communicable or other diseases, transportation and communication facilities, the financial ability of each county to support or to contribute to the support of a full-time county department of health, and all other factors relevant to the adaptability of each county or combination of counties to an efficient and economical unit of administration.

Recommends new policies and procedures when necessary and creates data collection and reporting on program effectiveness.

Develops and manages a formalized process for the establishment of new CMHDs under Act 315, including but not limited to project plans, requirements for application submission, application and budget templates, application reviews across multiple program offices, Secretary of Health approval, training and competency plans and requirements, service transition plans, communication plans, and stakeholder engagement plans.

Directs multiple projects for the establishment of new CMHDs under Act 315, including but not limited to the evaluation of Health Department proposals, coordination of the application review and approval process, ensuring application requirements and templates are adhered to, ensuring staff training and competency plans and checks are place, coordination of the transition of services from the State to the new Health Department, ensuring appropriate communication across key stakeholders in the commonwealth as well as public messaging.

Advises and supports the offices of the Secretary of Health, the Executive Deputy Secretary, and Office Director on the state’s county health administration plan and matters impacting CMHDs.

Manages the Public Health Infrastructure Grant (PHIG) funding for the CMHDs.

Coordinates across the Department of Health executive leadership, legal, legislative affairs, communications, policy, administration, budget, program offices such as Community Health Systems, Epidemiology, Communicable Diseases, Laboratories, Preparedness, Family Health, Health Equity, and other key stakeholders to establish policy and procedures for the CMHDs.

Recommends modifications to CMHD plans to ensure they meet the needs of a targeted population and ensures changes are in accordance with existing federal, state, and departmental policies.

Regularly convenes with CMHD directors and leadership on local health department program administration, oversight and funding.

Coordinates with both state and local health officials to explain program requirements and accountability for evaluating and reporting outcome measures to state agencies and stakeholder groups.

Responds to inquiries from legislators, local government officials, health providers, professional organizations, and the general public in the interpretation of policies and procedures related to CMHDs.

Supervises Public Health Program Administrators responsible for the oversight of CMHDs under Act 315 including grant application process, monitoring budgets and expenditures, monitoring grantee performance, as well as performing audits and site visits.

Supervises Public Health Program Administrators responsible for monitoring and providing technical assistance for the CMHDs under the Public Health Infrastructure Grant.

Administers program budget and financing; and oversees fiscal monitoring supported by administrative personnel. Works with administrative personnel to ensure appropriate invoicing and payments of funding distribution to CMHDs.

Designs and implements methods to monitor and report on program fiscal activities, including management and payments to CMHDs.

Provides direction to Public Health Program Administrators in the interpretation of policies governing local health departments and in determining the impact of new state and federal policies on the clients served by their local public health programs; and determining the need for data collection and reporting systems used in program planning and development.

Supervises staff in the reviews of annual Health Department plans and budgets for compliance with state requirements to ensure that program goals and objectives are met. Coordinates the review across many program areas with the Department of Health.

Supervises staff in the development of data collection tools, strategic program and fiscal plans for public health programs, including implementation, monitoring and evaluation methods.

Supervises staff in conducting audits and developing and recommending plans of correction for health departments and monitors implementation.

Designs and implements quality assurance measures, evaluates program achievements and identifies service gaps.

Assigns work to Public Health Program Administrators and supervises activities to ensure program goals and objectives are established and executed according to statute and regulations, and as approved by the Department of Health.

Represents the Department on boards, task forces, committees, and commissions to respond to changes in state and federal legislation, to address current health, social, and economic problems, to recommend the formulation of policies and the development of new programs and address specific issues impacting the CMHDs.

Establishes and maintains effective working relationships with federal, state, and local health agencies, providers, and governmental agencies.

Performs related work as required.
