This Health Research Office (HRO) position serves as Project Officer for assigned Commonwealth Universal Research Enhancement (CURE) grants, Spinal Cord Research, Donation, and other grants as assigned, which involves Request for Applications (RFA) development, application evaluation, budget assignment and/or approval, grant monitoring and report review, as well as providing technical assistance to applicants and grantees. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Functions as the Project Officer for assigned HRO contracts and grants, including: • Research and collaborate with stakeholders to identify research priorities, programmatic and administrative needs and determination of required services to meet such needs; • Development and formulation of contract/grant statements of work determining appropriate terms, goals, objectives, tasks, and aims, including project milestones, targets and performance thresholds associated with strategic plans; • Coordination between Office of Procurement, Budget Office, and Office of Legal Counsel to assure timely development, procurement and execution of contractual agreements; • Calculates and anticipates required budgets to conduct and execute approved projects; • Collection, analysis and evaluation of contract/grant deliverables, including statistical and budgetary data associated with gauging success or lack thereof in fulfillment of the purpose of the contract/grant; • Provides technical assistance in matters of project or budget revisions, adjustments or similar changes to approved project plans; • Coordinates application peer review, scoring and discussions around project funding needs considering probability of success and contribution to the overarching field of study; • Monitors grantee performance to ensure timely and efficient execution of research activities as well as timely and efficient use of research funds; • Reviews and evaluates annual and final expenditure and grant performance summary reports for inclusion in annual report to the Legislature. Functions as coordinator for Advisory Committees as assigned, including: • Plans bi-annual Health Research Advisory Committee (HRAC) or Spinal Cord Research Advisory Committee (SCRAC) agendas in order achieve programmatic and regulatory requirements, including formal approval of priorities and other items requiring formal vote; • Prepares annotated agendas for Committee Chair to conduct committee business; • Assures the publication of meeting notices in the PA Bulletin in compliance with Sunshine Law requirements; • Secures, reviews and provides Advisory Committee meeting minutes for timely review and approval at scheduled Committee meetings; • Prepares for an schedules ad hoc Public or Executive Advisory Committee meetings as necessary to achieve Committee business and programmatic objectives. Plans and provides training and technical assistance to stakeholders as needed to assist facilitation of understanding, buy-in and compliance with program expectations and timelines. Develops revisions to state regulations, policies and procedures based on federal, state, and/or local regulation and/or policy updates Prepares responses to proposed legislation considering programmatic impact based on existing law, practice and available resources. Prepares requests for applications and contracts for services as the need arises based on service transition, expansion or re-design. Exercises discretion in determining appropriate options and actions available to grantees experiencing unique circumstances impacting their ability to fulfill grant expectations pulling in peers or supervisor as necessary. Researches and develops special projects which include establishing and chairing statewide committees, makes recommendations, and prepares feasibility reports and implementation strategies. Responds orally and/or in writing to correspondence as assigned to include complaints, legislative inquiries, Bill development, Department/Office policy and procedure, etc. Responds to inquiries from other states and federal agency representatives. Ensures that Standard Operating Procedures and Desk Manuals are developed and maintained for all major functions of the position. Attends/completes trainings as assigned. HEALTH EQUITY PRINCIPLES Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. PUBLIC HEALTH EMERGENCY RESPONSE This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. Performs other duties as assigned. |
